Summary

 

Gansu, located in northwest China, is a remote province with a desert-like climate and a sparse population. Despite this, during the ruthless campaign to persecute Falun Gong since July 1999, 11 Falun Gong practitioners have been tortured to death by police or by government officials from Gansu Province. This is twice the national average for fatality due to persecution. In addition, more than half of these victims—which include people from their early 20’s to seniors over 50 years old—were female.

 

The following is a list of the victims and a brief report on the extra-judicial executions of

Falun Gong practitioners in Gansu Province.

 

 

 

1.     Zhang Fengyun Dies From Torture and Force-feeding at the Xiguoyuan Detention Center, Gansu Province

 

Victim:

Zhang Fengyun, female, 42, resident of Lanzhou City, Gansu Province

A Brief Report of the Incident:

 

In the summer of 2001, Ms. Zhang Fengyun was arrested while handing out Falun Gong flyers. On July 23, 2001, she was unlawfully detained in the No. 14 Team of the Xiguoyuan Detention Center in Lanzhou City. On July 30th, in order to protest her illegal detention and to ask for the unconditional release of all persecuted Falun Gong practitioners, Zhang Fengyun began a hunger strike. During her hunger strike, the policemen fiercely beat her and force-fed her through a tube that was inserted into her stomach. The police and prisoners who force-fed her intentionally added to the torture by moving the tube around while it was inserted in her stomach. The following day, Ms. Zhang lost control of her bowel movement. When her cellmates reported her weak condition to the head of the No. 14 Team, the team leader said that Ms. Zhang was only pretending to be in pain. On the 13th day of her hunger strike, several other practitioners urged the team leader to call a doctor. However, it was too late. On August 10, 2001, Ms. Zhang died due to torture and force-feeding.

Main Echo (Miltenberg, Germany): Falun Gong Practitioners in China in Danger of Losing their Lives

(September 14, 2001)

According to eyewitnesses and family members, while in custody, five female Falun Gong practitioners were murdered by police officials. The specific details are not known at this time. Their bodies were covered with signs of torture. …

Some victims were arrested solely on grounds that they possessed Falun Gong materials or because they forwarded information about the persecution. Their deaths confirm the alarming increase of violence toward Falun Gong practitioners permitted since the government‘s latest edict in May 2001.

This edict states that those individuals who forward information about Falun Gong or the persecution of Falun Gong are to be “heavily punished.” These five murder victims are:

Zhang Fengyun from Lanzhou, Gansu Province. Her family was informed on August 10th that Zhang had died while in police custody at the Xiguoyan detention center in Lanzhou. Apparently she died from injuries resulting from force-feeding.

 

2.     Song Yanzhao Beaten to Death by Guards and Prisoners in the No. 1 Labor Camp of Gansu Province

 

Victim:

Song Yanzhao, male, 31, a doctor, resident of Huangyang Town, Wuwei City, Gansu Province

 

Location of Torture and Death:

 

No. 1 Labor Camp of Gansu Province, in the Pingantai area of Lanzhou City, Gansu Province

 

Perpetrators:

 

1.      Wang Wenchang, Director of the First sub-team of No. 5 Team, No.1 Labor Camp of Gansu Province, Lanzhou City

2.      Guo Yongfeng, one head of the prisoners in the No. 1 Labor Camp of Gansu Province

3.      A director of a team with surname Bao in No. 1 Labor Camp of Gansu Province

 

A Brief Report of the Incident:

 

In late September 2000, Mr. Song Yanzhao was sentenced to one and a half years of forced labor and detained in the No. 1 Labor Camp of Gansu Province. In the labor camp, Mr. Song‘s hands were handcuffed behind his back and he was tortured. In response to the abuse, Mr. Song went on a hunger strike to protest the mistreatment he received.

 

On May 2, 2001, the labor camp forced Mr. Song and other Falun Gong practitioners to watch a videotape that defamed Falun Gong. Mr. Song then told the guards, “Falun Gong is good!” As a result, the team supervisor, Wang Wenchang, and two prisoners who were drug-addicts immediately knocked him down to the ground and beat him so severely that he had two black eyes and his vision was temporarily impaired. Wang Wenchang also told Bao, another team supervisor, to handcuff Mr. Song to an iron bed frame that was two meters tall. Both of Mr. Song‘s wrists were cut and bleeding because of the sharp edges on the handcuffs. He was handcuffed for the entire night. Wang Wenchang also incited another team supervisor, Guo Yongfeng, and several drug-addicts to beat Mr. Song. He was beaten to the point that his ribs were broken, and bruises and wounds covered his body. He finally died a violent and unjust death.

 

3.     Li Faming Falls from the 4th Floor of a Building while in Police Custody in Longxi County, Gansu Province

 

Victim:

Li Faming, male, 52, a worker in the North West Aluminum Processing Factory, State-Operated Factory 113, resident of Longxi County, Gansu Province

 

Location of Torture and Death:

 

Longxi County, Gansu Province

 

Perpetrators:

 

Song Jianhua, the security unit director of the Longxi County Police Station, Longxi County, Gansu Province

 

A Brief Report of the Incident:

 

On February 12, 2000, the police illegally entered and ransacked Mr. Li Faming’s home. The stole his TV, beat him, and detained him for 31 days.

 

At around 4:40 PM  on August 10, 2000, three police officers arrested Mr. Li on suspicion of passing out Falun Gong flyers, and they escorted him home from his job. At 5:30 PM, he fell from his own fourth floor apartment. He died fifteen minutes after arriving at the hospital. When he fell from the building, all three police officers were on the scene. At that time, someone from outside his apartment overheard the three police officers yelling loudly at Mr. Li. In reply, he spoke only one sentence: “I am a Falun Gong practitioner.” Those were his last words.

 

After Li Faming’s death, the officials from his factory and the police station claimed that his death was due to “committing suicide to escape punishment.” Within twenty-four hours, his body was secretly cremated.

September 6, 2000

Another [group] follower, Li Faming, 52, was picked up Aug. 10 on suspicion of distributing Falun Gong pamphlets in western Gansu province, the center said. Witnesses reported seeing him fall from his apartment window while three policemen searched his home, the center said.

Police ruled that Li “ committed suicide for fear of punishment, “ the report said.

 

2.      Reuters: Falun followers die in China detention

September 6, 2000

HONG KONG, Sep 6 2000 (Reuters) - Three members of the Falun Gong spiritual movement have died after ill treatment during detention in China where the movement is banned, a Hong Kong-based human rights group said Wednesday.

In northwestern Gansu province, police detained 52-year-old worker Li Faming on Aug. 10 when Li was suspected of distributing Falun Gong propaganda leaflets.

Police then took Li back to his home for a search, during which they beat up Li who was then seen falling from a window of his apartment, the group said. Li died shortly after being taken to a hospital.

Police declared that Li committed suicide to escape punishment for his crimes, the human rights group said.

3.      AFP (Agence France Presse) : Three More Chinese Falun Gong Members Die in Police Custody

September 6, 2000

BEIJING, Sep 6, 2000 -- (Agence France Presse) A retiree and two factory workers belonging to the spiritual movement Falun Gong died mysteriously after being arrested by police, a human rights group said Wednesday.

A day earlier, Li Faming, a 52-year-old worker at an aluminum factory in northern Gansu province, died under suspicious circumstances after police arrested him, accusing him of passing out Falun Gong leaflets on the streets.

That day, police took Li back to his home to search for evidence and shortly after they entered the house, police beat him, the center said.

Several of Li‘s colleagues then saw him falling from a window of his fourth floor apartment in the company‘s residential building, according to the rights center.

A spokesman at the state-owned factory said Wednesday it appeared Li jumped from the window.

Police said Li committed suicide, but Sophie Xiao, a Falun Gong spokeswoman based in Hong Kong, said it is against the group‘s teachings to commit suicide.

“There‘s been an escalation of persecution against us. The number of deaths in the past month has doubled. No one committed suicide,” Xiao said.

4.     Liu Lanxiang Tortured to Death by Police in Lanzhou City

A Brief Report of the Incident:

 

In March 2000, Ms. Liu Lanxiang went to Beijing to appeal to the government to stop the persecution of Falun Gong. She was arrested and detained for 30 days in the Wuwei City Detention Center. In July and August 2000, she was detained two more times at the Wuwei City Detention Center for two months.

 

Police tortured Ms. Liu brutally during the three times she was detained. They forced her to sit on a “Tiger Beach” that was covered with splinters. Police also forced her to hold a position called “earth airplane” [a torture method that forces the victim into a posture whereby both arms are extended extremely high over the head and the head is forced down extremely low]. During the second detention period, when Ms. Liu sat in meditation, the prisoners pushed her down, whipping her arms with leather belts, and ruthlessly beating her arms with brooms until the brooms broke and they were tired. In addition, the prisoners kicked her in her ribcage with high-heeled leather boots, which caused her ribs to fracture. These atrocities were all monitored by closed-circuit televisions in the detention center.

 

On January 1, 2001, Ms. Liu went to Beijing where she was forced into a detention center. She went on a hunger strike to protest her cruel treatment and to ask for her unconditional release. During her hunger strike she was force-fed and finally released after ten days.

 

On the night of April 3, 2001, Ms. Liu was arrested from her temporary residence in the Jingangcheng area of Lanzhou City. On April 4th, she was sent to the Xiguoyuan Detention Center in Lanzhou City, where the police severely beat her. On April 6th, Ms. Liu began another hunger strike. The following day, she was force-fed with highly concentrated salt water. On the evening of April 9th, Ms. Liu was beaten while she was handcuffed and then police hung her up in the air by her handcuffs for an entire night. Early the next morning, the police found her dead.

 

On April 11th, Ms. Liu‘s family received a message from the Lanzhou City police stating, “Liu Lanxiang died during a failed attempt to save her. Come to the Xiguoyuan Detention Center in Lanzhou City to get her body.”

AFP: Two More Falun Gong Members Die in Police Custody in China

BEIJING, Apr 17, 2001 -- (Agence France Presse) Two middle-aged women who refused to denounce their faith in the outlawed Falun Gong spiritual group have died in police custody in China, the [group] said Tuesday.

The women, Liu Lanxiang, 40, and Wang Aijuan, 43, were detained at separate police detention centers and died after being beaten and tortured, the group said in a press statement sent to Beijing.

Local sources confirmed the deaths, but refused to say how the women died.

“According to an inside source within the department of public security, Liu Lanxiang from Minqing county, Gansu province, was tortured to death in the No. 2 Detention Center in Lanzhou City,” the Falun Gong statement said.

Liu, who was arrested in connection to a number of Falun Gong flyers and posters being posted around the northern city of Lanzhou, was beaten and tortured on numerous occasions while being held at a detention center, the statement said.

Police ordered her to reveal who was printing and distributing the flyers.

“Finally, on the evening of April 9, Ms. Liu was again beaten, hand-cuffed and then hung up by her hand-cuffs. The police in the detention center fell asleep and upon awakening, early the next morning, they found Ms. Liu dead,” the group‘s statement said.

A worker at the Chinese Medicine Hospital where Liu worked said: “I heard she died.” But the woman said she did not know how Liu died.

Police are required to inform work units of deaths of employees.

Two people who answered the phone at the detention center rejected the report.

“We‘re still building the detention center,” said a jail employee. “We don‘t have any prisoners here. Even if we locked up someone, we can‘t tell you anything.”

Falun Gong‘s headquarters in New York claimed the two latest deaths raised to 191 the number of practitioners who have died in police custody since the group was banned by Beijing in July 1999.

The Hong Kong-based Information Center for Human Rights and Democracy has been able to confirm 114 of the deaths as of mid-February.

 

In many of the cases, police claim the deceased died of illnesses, not police abuse.

5.     Yao Baorong Falls From the 5th Floor of a Building while in Police Custody in Lanzhou City

A Brief Report of the Incident:

 

In late 1999, Ms. Yao Baorong was detained in Beijing for appealing to the government to stop persecuting Falun Gong. She was later taken into police custody several times for refusing to renounce her beliefs. On May 17, 2000, the police from Lanzhou Police Bureau arrested her from her home. On May 19th, Ms. Yao was pronounced dead when she somehow fell from the fifth floor of the Anning Branch, Lanzhou Police Bureau. At first, police tried to blame her death on drug use. Later, they switched their story and claimed that she committed suicide. Meanwhile, police isolated and moved the detained Falun Gong practitioners who had witnessed the event in order to block the truth.

 

Ms. Yao‘s corpse was kept frozen in the Lanzhou Air Force Hospital and her family and friends were not allowed to view it. Li Winming, a Falun Gong practitioner from Qili County, went to the hospital to take a last look at Ms. Yao; however, she was arrested and sent to the Pinantai Labor Camp. Another Falun Gong practitioner, Mr. Fu Yenyuan, was almost arrested for simply offering his condolences to Ms. Yao‘s family. Since Ms. Yao‘s death, her family members have lost their personal freedom and have been placed under house arrest.

1.      AFP: Hunger-Striking Falun Gong Member Killed by Force-feeding

BEIJING, May 26, 2000 -- (Agence France Presse) A hunger-striking member of the banned Falungong spiritual group died in Chinese police detention after she was fatally injured during force-feeding, a member of the movement told AFP Friday.

Mei‘s death came after the Information Center for Human Rights and Democracy said earlier this week that 52-year-old Falungong practitioner Yao Baorong jumped from the fifth floor of a police station in northwest China.

The centre said Yao, 52, died in hospital after jumping out of a window of the Anning district police station in Gansu province‘s Lanzhou City last Saturday afternoon.

Local police refused to comment on the center‘s faxed report, which said Yao‘s suicide leap followed numerous unsuccessful police attempts to make the local government employee give up her belief in Falungong.

2.      South China Morning Post: Falun Gong activist jumps to death

ASSOCIATED PRESS in Beijing Updated at 4.19pm:

A member of the banned Falun Gong spiritual movement who was detained by police in northwestern China has committed suicide by jumping from a building, a human rights group said on Tuesday. Yao Baorong, 52, leaped from the fifth floor of a police station in Lanzhou, capital of Gansu province, during a police interrogation on Saturday, according to the Hong Kong-based Information Centre for Human Rights and Democracy.

Yao died after being sent to a hospital, it said.

The Information Centre said Yao‘s detention on Saturday was the latest of several for refusing to renounce her beliefs in Falun Gong, a popular form of meditation and exercise banned by the government last July.

Officials at the Anning branch of the Lanzhou police, where Yao was reportedly detained, declined comment.

The Information Centre said police and officials with the Anning district‘s law-and-order committee had confirmed her death.

A Brief Report of the Incident:

 

On April 3, 2001, police from Lanzhou City Police Bureau arrested Ms. Liu, a Falun Gong practitioner. She was in perfect health before her arrest. On April 9, 2001, however, employees  from the Lanzhou City Police Bureau delivered her cremated remains to her family members. The period between her arrest and her cremation was only 6 days.

A Brief Report of the Incident:

 

Since July 1999, Mr. Yi Yongjiang had been detained many times by police because he practiced Falun Gong. The police had pursued Mr. Yi for a long time. As a result, he was constantly under immense mental and physical pressure and,  as a result, Mr. Yi’s health began to deteriorate.

 

On December 26, 2000, Mr. Yi, along with several other Falun Gong practitioners, went to Beijing to appeal to the government to stop persecuting Falun Gong. On December 27, 2000, he began to cough up blood. He had spit out almost one liter by 10:00 a.m. At 10:30 p.m., after he spit out almost three liters of blood, Mr. Yi died.

 

8.     Liu Junming Dies for His Faith in Falun Gong

A Brief Report of the Incident:

 

In January 2001, Mr. Liu Junming went to Beijing to appeal to the government to stop persecuting Falun Gong. He was arrested and two policemen from Longxi County escorted him back from Beijing. On their way back, the policemen decided to go sightseeing in Beijing, and they locked Mr. Liu alone in a building. When Mr. Liu tried to escape, he fell from the building and was later found dead. In order to cover up the truth, however, the Longxi Police Department blocked information concerning Mr. Liu’s death.

 

9.     Huang Xinjin Dies During the Persecution of Falun Gong in Wuwei County, Gansu Province

Location of Torture and Death:

 

1.      A mental hospital in Wuwei County, Gansu Province

A Brief Report of the Incident:

 

Beginning in January 2000, the local police tried to force Ms. Huang Xinjin to renounce Falun Gong for many times. Then police from Wuwei County pressured the local education commission into firing her from her job. Her husband also abused and physically assaulted her because she would not renounce Falun Gong. Later on, the police sent her to a mental hospital where she was ruthlessly tortured for more than 20 days. Upon her return home, she was placed under house arrest and forbidden to contact anyone. A few weeks later, her family claimed that she jumped from the building. Her husband reported the incident to the police and she was cremated without an autopsy from the legal medical experts.

 

In Ms. Huang’s will, it was apparent that her mind was still clear and that she was not suffering from any mental illness. Ms. Huang’s death was caused entirely by the overwhelming persecution she received from the police.

 

10.            Yuan Jiang Dies After Prolonged Torture by Lanzhou City Police

Perpetrators:

A Brief Report of the Incident:

 

On July 20, 1999, Mr. Yuan Jiang was arrested and detained for half a year. After being released, he continued to be harassed by the local “610 Office,” an extra-judicial, nation-wide police force  specifically established for the persecution of Falun Gong practitioners. In January 2001, Mr. Yuan was forced to leave his home and move from place to place to avoid arrest. On August 30, 2001, Mr. Yuan was arrested near Dunhuang City in Gansu Province. Following the requests of the police department, the Provincial Telecommunications Bureau provided one of their gardens to the police to torture Mr. Yuan.

 

The police severely tortured him in desperate attempts to obtain information in order to arrest other practitioners. On October 26, 2001, after being tortured for nearly two months, Mr. Yuan had a chance to escape; however, he was weak and could not walk far. With much effort, Mr. Yuan climbed into a cave in a mountain. In late October in the northwestern region, he lay unconscious for four days in the cave. Meanwhile, 2000 police and military officers searched the whole city of Lanzhou for him. Mr. Yuan literally crawled out of the mountain and went to a Falun Gong practitioner’s house, where he received good care. He had a high fever and fell in and out of consciousness. Mr. Yuan tenaciously sustained his life until November 9th. He died due to the serious injuries he received from the torture.

 

After Mr. Yuan died, the police took his body to eliminate the evidence. They also immediately began a large-scale search and captured many practitioners who had assisted in taking care of Mr. Yuan. They also kept a close watch on Mr. Yuan’s parents.

 

11.            Wan Guifu Dies from Torture in a Labor Camp’s Hospital in Gansu Province

A Brief Report of the Incident:

 

At the end of April 2001, Mr. Wan Guifu was detained by the Qilihe Police for passing out Falun Gong flyers. He was then sent to the Xiguoyuan Detention Center, notorious for its relentless persecution of Falun Gong practitioners. During his detention, the police forced him to work 20 hours a day with other inmates using their teeth to crack and remove the shells of sunflower seeds. Because of his age, Mr. Wan couldn’t fulfill his workload. Cracking the shells made Mr. Wan’s lips swollen, nails cracked, and fingers bloody. He lived with severe physical discomfort everyday, burdened with injuries and a heavy workload. In addition, he often received beatings. With silent approval from the guards, the prisoners often beat him brutally. The torture continued non-stop until this formerly healthy man couldn’t stand up anymore. The guards and officers were afraid that Mr. Wan might die in police custody, so they hastily sent him to the prison hospital to avoid responsibility; however,  the prison hospital did not offer any care or emergency treatment for him. At dawn on December 17, 2001, the third day of his hospitalization, Mr. Wan died. His eyes were open and staring long after his death.
