Falun Gong Practitioners Physically and Mentally Tortured at the Wuyuan Labor Camp, Inner Mongolia

The Wuyuan Labor Camp is located in Wuyuan County, Inner Mongolia. Since July 1999, it has been used to hold hundreds of Falun Gong practitioners. Authorities incite guards and inmates to torture practitioners by giving guards special bonuses and inmates reduced sentences for their participation. Practitioners have been tortured to the point of disability, and in some cases even death. All practitioners have undergone forced brainwashing, suffering under extreme mental pressure. The following cases represent only a small portion of those practitioners.

 

 

1.      Mr. Yang Fengyu male, 50, self-employed, is a resident of Habiriga Town, Lanqi County, Ximeng Alliance, Inner Mongolia. In January 2001, Lanqi County Police Station sentenced him to three years of forced labor, and detained him at the Wuyuan Labor Camp because he had gone to Beijing to appeal to the government to stop the persecution of Falun Gong. At the end of January 2002, Mr. Yang and many other practitioners went on a hunger strike to protest the guards’ torturing of practitioners. Officers Zhong Zhiyuan and Liu Bing took Mr. Yang to a small cell, handcuffed him, and shocked him simultaneously with four electric batons. After four days of torture, including total sleep deprivation, Zhong and Liu took him to an office, where Liu stuffed a piece of dirty cloth into his mouth, and both men beat him until he was half-conscious. One of his teeth was knocked out from to the beating. In August 2002, authorities incited inmates to torture practitioners, including Mr. Yang, who insisted in upholding their belief. After several days of torture, Mr. Yang was unable to move for more than ten days.

 

2.      Mr. Cheng Changlin, male, 37, was an employee of the Linhe Candy Factory, Linhe County, Bameng Alliance, Inner Mongolia. In 2001, because he practiced Falun Gong, police from the Linhe Police Station arrested him and sent him to the Wuyuan Labor Camp. Upon arrival, guard Yang Yang incited inmates Qi Chun and Ge La to shock Mr. Cheng with electric batons, which made his nose bleed and left his face deformed. On December 6, 2001, since Mr. Cheng and six other practitioners refused to write statements to slander Falun Gong, officer Mu Jianfeng and more than ten other officers and guards beat, kicked, and shocked them with electric batons for more than two hours until they fell down, unable to move. The guards shocked Mr. Cheng simultaneously with four electric batons, and as a result, his lips swelled, skin from much of his body peeled away, and he was left in a stupor. Mr. Cheng went on a seven-day hunger strike to protest the torture, so guard Liu Jun force-fed him. Mr. Cheng was too weak to walk afterwards. On August 28, 2002, Mr. Cheng was locked in a small cell and deprived of sleep for eight days, because he was resolute in his refusal to give up Falun Gong. Mr. Cheng again went on a hunger strike to protest the torture; as a result, he was beaten and shocked with electric batons. Due to almost two years of torture, he suffered from cirrhosis (severe liver swelling and damage), which was diagnosed as incurable.

3.      Mr. Ma Yingju, male, 38, is a resident of Duolun County, Inner Mongolia. He was detained in the Wuyuan Labor Camp because he practiced Falun Gong. In September 2002, he was locked in a small cell and deprived of sleep for 40 days, causing him to fall into a stupor. Beginning on January 20, 2003, he was forced to stand up continuously, day and night, for one month, and authorities ordered inmates to take turns monitoring him 24 hours a day. Once, Deputy Director Yang Furong beat and kicked him, then tied his hands together and hung him up in the air. During the month he passed out three times; and each time he awoke, he was forced to stand up. After one month of forced standing, both his legs were swollen, and he experienced incontinence of the bowels and bladder.

 

4.      Mr. Yang Zhenqi, male, 32, is a resident of Quanhe Village, Nalintao Town, Erduosiyijinhuoluoqi County, Inner Mongolia. In May 2001, he was sent to the Wuyuan Labor Camp because he practiced Falun Gong. Upon arrival, the camp authorities ordered inmates to monitor him 24 hours a day. On December 6, 2001, since Mr. Yang and six other practitioners refused to write statements to slander Falun Gong, officer Mu Jianfeng and more than ten officers and guards beat them, kicked them, and shocked them with electric batons for more than two hours until they fell down unable to move. After this torture, Mr. Yang’s head was swollen, the skin of his face was burned and peeling, his arms were bleeding, and he was in a daze, unable to move for 23 days. On September 10, 2002, Mr. Yang was again beaten and tortured, this time by officer Zhong Zhiyuan and others. On the verge of death from asphyxia, he was sent to the Wuyuan Hospital and treated for more than 10 days. Then he was released, since he was diagnosed as untreatable.

 

5.      Mr. Liang Baochi, male, 35, was an employee of the Huhehaote City Winery Factory of the Jinyuan Corp. Inner Mongolia. He was detained in the Wuyuan Labor Camp because he practiced Falun Gong. In April 2001, guards forced Mr. Liang to run several thousand meters because he refused to give up his belief. Later he was taken to an office where Guard Du Xiangyang cuffed his hands behind his back and shocked him with electric batons. On December 6, 2001, since Mr. Liang and six other practitioners refused to write statements to slander Falun Gong, officer Mu Jianfeng and more than ten officers and guards beat them, kicked them, and shocked them with electric batons for more than two hours until they fell down unable to move. Afterwards, he was locked in a small cell for seven days without food. To protest the torture, he then went on a hunger strike for 43 days. On September 10, 2002, Officer Zhong Zhiyuan and Liu Bing incited inmates to beat and torture him, and as a result his whole body was black and blue, and he was on the verge of death.

 

6.      Mr. Feng Tianzhi, male, 27, is a resident of Linhe County, Bameng Alliance, Inner Mongolia. In March 2001, he was sent to the Wuyuan Labor Camp because he practiced Falun Gong. In April 2001, guards beat and tortured him because he refused to renounce of Falun Gong. In June 2001, guards Wei Yuzhi, Liu Sizhe beat and shocked him with electric batons for two days, and as a result his face and body were swollen and bruised. After the torture, he was forced to do heavy labor for extended periods of time. In September 2002, Officers Zhong Zhiyuan, Liu Bing, Shen Yansheng and some inmates beat and tortured Mr. Feng as well as other practitioners. Mr. Feng was beaten and kicked for several hours. Afterwards, he was deprived of sleep for several days, leaving him in a stupor. In January 2003, he was forced to stand for 15 days and nights without sleep; as a result, both his legs were so swollen he could barely walk.

 

7.      Mr. Jin Haitao, male, 26, is a demobilized soldier in Alashanzuoqi County, Inner Mongolia. In March 2001, he was sent to the Wuyuan Labor Camp because he practiced Falun Gong. In June 2001, since he refused to slander Falun Gong, guards cuffed both his hands to a heater such that he was unable to stand up or squat down; in this position, guard Wei Yuzhi shocked his head with an electric baton for a long time, until his scalp was peeled and his head was bleeding. After a couple of days he suffered same torture again. In the early of 2002, Mr. Jin was released. In October 2003, police from the Huhehaote City Police Station arrested him. Then he was sentenced to three years at the First Prison in Huhehaote City.

 

8.      Mr. Zhang Yan, male, 38, is a resident of Alashanzuoqi County, Inner Mongolia. In early 2001, he was arrested by the local police station and detained at the Wuyuan Labor Camp, because he practiced Falun Gong. In June 2001, guards Wei Yuzhi, Zhao Naidong beat and shocked his head with electric batons, which caused internal injuries to his head. In September 2001, because he refused to give up his belief, under the order of Deputy Director Yang Furong, Mr. Zhang was locked in a small cell, where he was beaten every day. Every day at noontime he was forced to stand under the baking summer sun. He was only given a small bowl of corn porridge to eat each day. Once, officer Sha Huiming smashed his head against a wall, causing heavy bleeding.

 

9.      Mr. Zhang Ruitong, male, 48, is a resident of 23 Jiuchangcheng Road, Caishenmiao Street, Donghe District, Baotou City, Inner Mongolia. In autumn of 2001, he was detained at the Wuyuan Labor Camp because he practiced Falun Gong. On December 6, 2001, since Mr. Zhang and six other practitioners refused to write statements to slander Falun Gong, officer Mu Jianfeng and more than ten officers and guards beat them, kicked them, and shocked them with electric batons for more than two hours until they fell down unable to move. As a result, Mr. Zhang’s head was deformed and his internal organs were injured. He was paralyzed thereafter.

 

10.  Mr. Gui Zhiyu, male, 31, was an employee of the Wuhai City Film Company in Wuhai City, Inner Mongolia. He was arrested because he practiced Falun Gong. In the summer of 2001, he was transferred from Wuhai City to the Wuyuan Labor Camp. In June 2001, because he refused to give up Falun Gong, he was shocked with electric batons to the point of incontinence of the bowels and bladder. Then he was locked in a cell with a low ceiling in which he could not stand up. On December 6, 2001, since Mr. Gui and six other practitioners refused to write statements to slander Falun Gong, officer Mu Jianfeng and more than ten officers and guards beat them, kicked them, and shocked them with electric batons for more than two hours until they fell down unable to move. As a result, Mr. Gui’s lips were swollen and his head was deformed. In September 2002, Mu forced him to stand and deprived him of sleep for more than ten days. After torture, Mr. Gui almost suffered a mental collapse.

 

11.  Mr. Wen Yong, male, 31, is a resident at #57 Fourth Building, 4 Xingfu Road, Qingshan District, Baotou City, Inner Mongolia. In autumn of 2001, he was arrested, and subsequently detained at the Wuyuan Labor Camp because he practiced Falun Gong. On December 6, 2001, since Mr. Wen and six other practitioners refused to write statements slandering Falun Gong, officer Mu Jianfeng and more than ten other officers and guards beat them, kicked them, and shocked them with electric batons for more than two hours until they fell down unable to move. Mr. Wen was shocked simultaneously with two electric batons, and then hung up in the air and beaten. As a result, his head was deformed and bleeding, and his body was black and blue. In May 2002 he was released. In mid-2003, he was arrested again, sentenced to three years forced labor, and sent back to the Wuyuan Labor Camp. In August 2003, since he still refused to renounce Falun Gong, camp guards forced him to stand for 11 days, which left his legs so swollen he could barely walk.

 

12.  Mr. Zhao Zhongyou, male, in his 40s, is a resident of 218 South Xinxing Road, Chengguan Town, Duolun County, Inner Mongolia. He was arrested because he practiced Falun Gong. In May 2001, he was transferred from Duolun County to the Wuyuan Labor Camp. Upon arrival, the guards ordered inmates to monitor him, beat him, and force him to do heavy labor. On December 6, 2001, since Mr. Wen and six other practitioners refused to write statements to slander Falun Gong, officer Mu Jianfeng and more than ten other officers and guards beat, kicked, and shocked them with electric batons for more than two hours until they fell down, unable to move. Guards Du Xiangyang and Wang Donglei shocked him with electric batons on his face, mouth, ears, and neck. As a result his face skin was burned and peeled, his ears were filled with blood, his lips were swollen, and he nearly suffered a mental collapse.

 

13.  Mr. Li Zhenjiang, male, 42, is a resident of Donghe District, Baotou City, Inner Mongolia. In autumn 2001, he was arrested and detained at the Wuyuan Labor Camp because he practiced Falun Gong. In January 2002, under the order of officer Mu Jianfeng, he was locked in a small cell, where guards shocked his head simultaneously with three electric batons. As a result, his head was burned. Then guards Wang Donglei and Zhang Dahu tired him with ropes to a chair and beat him. After the torture his body was black and blue and covered with bruises. In September 2002, under the order of Deputy Director Yang Furong, Mr. Li was forced to stand up continuously for several days and deprived of sleep; meanwhile he was shocked with electric batons. He had a difficulty walking afterwards.

 

 

14.  Mr. Cui Xiaojia, male, 53, is a resident of Liuzhao Town, Wuyuan County, Inner Mongolia. In October 2000, he went to Beijing to appeal to the government to stop the persecution of Falun Gong. He was arrested, sentenced to three years of forced labor, and detained at the Wuyuan Labor Camp. At the end of December 2000, he was deprived of sleep for more than ten days and forced to stand outdoors in the freezing winter air, which caused frostbite. His sentence was extended three months after his term had expired.

 

15.  Mr. Chen Gang, male, 28, is a resident of Yakeshi County, Inner Mongolia. He was arrested because he practiced Falun Gong. On July 20, 2001, he was transferred from the Tumuji Labor Camp to the Wuyuan Labor Camp. The day of his arrival, guard Wang Jinbiao took him to an office, inserted an electric baton into his mouth and shocked him till he vomited blood and passed out. In September 2002, guards Zhong Zhiyuan, Liu Bing and others tortured Mr. Chen and other practitioners. As a result, Mr. Chen’s entire body was black and blue with bruises.

 

16.  Mr. Cong Zhiyu, male, 37, is a resident of Ningcheng County, Inner Mongolia. In May 2002, the local police station arrested him and sent him to the Wuyuan Labor Camp because he practiced Falun Gong. Upon arrival, guards Zhong Zhiyuan and Liu Bing forced him to do cleaning and heavy labor without breaks. One day at the end of January 2003, Liu incited inmates to beat him until he passed out.

 

17.  Mr. Li Haiyuan, male, is a resident of Linhe, Bameng Alliance, Inner Mongolia. He was detained at the Wuyuan Labor Camp because he practiced Falun Gong. In January and February 2003, guard Liu Bing beat and shocked him with electric batons, and his body was left black and blue.

 

18.  Mr. Lu Yuxue, male, 39, is a resident of Zhengxianglanqi County, Ximeng Alliance, Inner Mongolia. At the end of 2000, he was sentenced to two years of forced labor and detained at the Wuyuan Labor Camp because he had gone to Beijing to appeal to the government to stop their persecution of Falun Gong. In April 2001, he was forced to run several thousand meters. Then, guards Du Xiangyang and Liu Jun shocked him with high voltage electric batons, cuffed his hands behind his back, and beat him for about two hours. As a result, his body was covered with bruises. He suffered incontinence of the bowels and bladder for almost half a year, had difficulty squatting, and nearly suffered a mental collapse.

 

19.  Mr. Chen Zhanguo, male, 30, is a resident of Salaqi County, Baotou City, Inner Mongolia. He was arrested because he practiced Falun Gong. On September 19, 2000, he was transferred from the Baotou City Detention Center to the Wuyuan Labor Camp. In March 2001, officer Mu Jianfeng cuffed his hands behind his back, locked him in a small cell, and incited inmates to beat him with high voltage electric batons and rubber batons for three days and nights. As a result, his head was deformed, his whole body was swollen, and he suffered incontinence of the bowels and bladder. He was held for an extra three months after his term expired.

 

20.  Mr. Zhao Lizhi, male, 35, is a resident of Erdao Street, Duolun County, Inner Mongolia. In February 2000, he was sentenced to forced labor because he went to Beijing to appeal to the government to stop their persecution of Falun Gong. On September 17, 2000, he was transferred from the Ximeng Alliance Labor Camp to the Wuyuan Labor Camp. In the night of his third day at the labor camp, officers Cao Jianzhong, Wei Yuzhi and others tortured him with electric batons and rubber batons for five hours. As a result, his body was deformed and bleeding. He was released, but in November 2003, he was arrested again and sentenced to three years of forced labor at the Wuyuan Labor Camp.

 

21.  Mr. Xu Fengao, male, 33, is a resident of Linhe County, Bameng Alliance, Inner Mongolia. He was detained at the Wuyuan Labor Camp because he practiced Falun Gong. In October 2000, since he refused to give up his belief, guard Liu Sizhe and others cuffed his hands together and shocked him with electric batons for about one hour. His face was burned and his skin bruised. Afterwards, he was locked in a small cell for three days, where he was shocked with two electric batons simultaneously every day.

 

22.  Mr. Cao Feng, male, 30, is a resident of Duolun County, Inner Mongolia. He was arrested because he practiced Falun Gong. In 2000, he was transferred from the Ximeng Alliance Labor Camp to the Wuyuan Labor Camp, where he was forced to do heavy labor, and was tortured by guards and inmates. His sentence was extended three months after his term had expired.

 

23.  Mr. Qiri Mailatu, male, 68, is a resident of Huhehaote City, Inner Mongolia. He was arrested because he practiced Falun Gong. In the Wuyuan Labor Camp, where guards and inmates tortured him, he was forced to do heavy labor, and his term was arbitrarily extended three months.

 

24.  Mr. Cao Guo, male, 35, is a resident of Duolun County, Inner Mongolia. He was arrested because he practiced Falun Gong. In September 2000, he was transferred from the Ximeng Alliance Labor Camp to the Wuyuan Labor Camp, where he was tortured, forced to do heavy labor, and subjected to brainwashing. He nearly suffered a mental breakdown.

 

25.  Mr. Wang Shouda, male, 38, is a resident of Ererduosi City, Inner Mongolia. He was arrested in November 2002 because he practiced Falun Gong. In December 2002, he was sent to the Wuyuan Labor Camp. Upon his arrival, he was forced to stand up for three days and nights and deprived of sleep. Guards and inmates tortured him throughout his detention.

 

26.  Mr. Song Tingfang, male, 47, was an employee of the Duolun County Farming Bureau, Inner Mongolia. In February 2000, he was arrested because he practiced Falun Gong. He was then sentenced to three years of forced labor. In September 2000, he was transferred from the Ximeng Alliance Labor Camp to the Wuyuan Labor Camp, where he underwent brainwashing and was threatened every day. He was forced to do heavy labor during his detention.  Mr. Song's health was very poor when he was released, and in April 2002 he died from the injuries he received while in detention.

 

27.  Mr. Zhou Ruilin, male, 48, worked at the Duolun County Transportation Bureau, Inner Mongolia. In February 2000, he was arrested because he practiced Falun Gong. He was then sentenced to three years of forced labor. In September 2000, he was transferred from the Ximeng Alliance Labor Camp to the Wuyuan Labor Camp, where he underwent brainwashing and forced to do forced labor. Mr. Zhou has two  children left home.

 

28.  Mr. Xu Liang, male, is a resident of Wei County, Hebei Province. He was arrested in Baotou City in Inner Mongolia because he practiced Falun Gong. In January 2003, he was sent to the Wuyuan Labor Camp, where he was forced to stand up continuously for many days and nights while being shocked with electric batons. Afterwards, he was transferred to the “2nd Team” for brainwashing.

 

29.  Mr. Jiang Weizhong, male, 35, is a resident of Hulunbeiermeng, Inner Mongolia. He was detained at Tumuji Labor Camp because he practiced Falun Gong. He was released from the Camp in 2002 and was later arrested again. In January 2003 he was sent to the Wuyuan Labor Camp where he was deprived of sleep and forced to stand up for several days. Meanwhile, he was shocked with electric batons. Later he was forced to attend brainwashing sessions everyday.

 

30.  Mr. Shi Jun, male, 33, worked in the Ximeng Baiqi Birth Control Department in Inner Mongolia. He was detained in the Wuyuan Labor Camp in 2002 because he practiced Falun Gong. He was forced to stand up for many days and nights while being beaten and kicked. Later, he was transferred to the “1st Team” for brainwashing and suffered more persecution.

 

31.  Mr. Shi Yanwei, male, 27, is a resident of Ximeng Maodeng Farm of Inner Mongolia. He was sent to the Wuyuan Labor Camp in 2002 because he practiced Falun Gong. When he refused to renounce his belief, he was beaten and tortured. As a result, his right eye bled profusely from a 3 cm cut. Then he was forced to undergo brainwashing every day.

 

32.  Mr. Liu Liansheng, male, 45, is a doctor in Huangheshao Town, Saihan District, Huhehaote City, Inner Mongolia. In September 2002, he was detained in the Wuyuan Labor Camp because he practiced Falun Gong. He was locked in a small cell, deprived of sleep for many days, brainwashed, and shocked with electric batons.

 

33.  Mr. Wang Guoyan, male, is a resident of Wangzhuang Village, Baidun Township, Jingtai County, Gansu Province. In July 2002, he was arrested and sentenced to three years of forced labor in the Wuyuan Labor Camp because he practiced Falun Gong. In September 2002, he was forced to stand for seven days and nights and deprived of sleep. During his detention, he was often beaten by guards and inmates.

 

34.  Mr. Li Shenggeng (male, resident of Haohan County, Chifeng City, Inner Mongolia), Mr. Yu Shuichi (male, employee of the Duolun County Taxation Office in Inner Mongolia), and Mr. Zheng Rui (male, resident of Huhehaote City, Inner Mongolia) were detained at the Wuyuan Labor Camp in 2002 because they practiced Falun Gong. In late September 2002, they were locked in a small cell and forced to stand up for four days and nights while being deprived of sleep. Meanwhile, they were brainwashed and forced to renounce Falun Gong.

 

35.  Mr. Sun Jianning, Mr. Min Daqing, Mr. Yun Zhuyi, and Mr. Wei Yongchun were detained at the Wuyuan Labor Camp because they practiced Falun Gong. In early August 2003, guards Liu Jun and others shocked them with electric batons and beat them. As a result, Mr. Sun’s face became disfigured and he could barely walk. The guards cuffed Mr. Min’s hands to a heater and shocked his mouth, which made him unable to eat, and his hands swelled up. Inmates kicked Mr. Yun until he was pushed underneath a bed. Mr. Wei was handcuffed and shocked with three electric batons simultaneously until the batteries died.

 

36.  Other practitioners being persecuted in the Wuyuan Labor Camp include Mr. Ji Tiegen, Mr. Li Xiaosheng, Mr. Zhu Guozhan, Mr. Ji Xiaoquan, Mr. Zhang Weifeng, Mr. Liu Bin, Mr. Dong Guobin, Mr. Wang Xuedong, Mr. Lin Fucai, Mr. Liu Wenzhong, Mr. Wang Qingwen, Mr. Shebateer, Mr. Guo Bingqiang, Mr. Liu Bei, Mr. Wang Guoli, Mr. Zou Yugui, Mr. Huang Yanying, Mr. Yin Haiying, Mr. Wang Zhonggang, Mr. Li Haiyuan, Mr. Li Ruyi, Mr. Zhang Hongshu, Mr. Chen Wanfu, Mr. Li Suran, Mr. Zhao Kai, Mr. Wang Xinli, and Mr. Li Guijun.
