Overview

 

Since the Chinese government started its persecution of Falun Gong in July 1999, at least 29 Falun Gong practitioners have been tortured to death by police and government officials in Hubei Province. These victims include young people in their 20’s, and seniors over 60 years of age. Nearly half were females. Their professions included the following: medical doctor, college professor, clerk, farmer, retiree, factory worker, and even various governmental officials.  They were detained, arrested, beaten, and tortured to death. Local police burned one of the victims alive.  In one family, both mother and son were tortured to death. 

 

They were tortured to death because they did not want to give up their practice of Falun Gong. They were tortured to death for openly practicing Falun Gong in public, for appealing to the central government in Beijing to end the persecution of Falun Gong, and for producing and distributing materials exposing the government’s persecution and criminal actions against Falun Gong.  

 

None of the practitioners were formally charged or openly tried in accordance with any legal procedures. Chinese authorities spend much time and effort and take extensive measures to block any news regarding their treatment of Falun Gong practitioners.  Police will even detain friends and family members in order to prevent news from spreading. 

 

The following is a partial list of Falun Gong practitioners who were tortured to death in Hubei Province, China.

 

1.  Mr. Peng Min and his Mother, Ms. Li Yingxiu Tortured to Death in Wuhan City

1.  A Brief Report of the Extrajudicial Execution of Mr. Peng Min:

 

In December 2000, Mr. Peng Min was arrested for appealing to the central government to stop persecuting Falun Gong and for distributing Falun Gong flyers in Beijing. After Mr. Peng was escorted back to Wuhan City, police from the Qingling Detention Center in Wuchang, Hubei Province, repeatedly beat him and left wounds all over his body because he refused to give up practicing Falun Gong.

 

On January 9, 2001, the police severely beat Mr. Peng again, causing a compound fracture of his cervical bones and a crushed fifth thoracic bone, leaving him paralyzed from the neck down. As the police refused to give him any medical treatment, Mr. Peng's mother, Ms. Li Yingxiu, brought him home to recover.  Afraid of the public exposure of Mr. Peng’s torture, over thirty policemen from the City Public Security Bureau (CPSB) came to his home and took him away by force. The police and the city's “610 Office” then isolated him in a small room in the orthopedics department of the No. 7 Hospital in Wuhan City, but did not give him any medical attention.  When Mr. Peng’s mother and brother, Mr. Peng Liang, came to the hospital to take care of him, they were put under round-clock house arrest as well, and were completely prohibited from any contact with the outside.  The hospital, acting under the instructions of the “610 Office” and CPSB, withheld all medical care from Mr. Peng.  His mother and brother were cut off from any outside resources, and could only watch Mr. Peng’s condition deteriorate and develop a festering wound on his back.  When they repeatedly pleaded with the authorities to release Mr. Peng or let them get some medicine from the outside, they were told that only when Mr. Peng died would they be allowed to leave the hospital.

 

On March 9, 2001, a group from the state-run China Central Television (CCTV) and Wuhan TV Station came to the hospital to film a false report of Mr. Peng’s medical care. Only then did the hospital nurses come to his room and pretend to be busily taking care of Mr. Peng. The hospital denied any maltreatment of Mr. Peng Min in front of the cameras and the reporters. Mr. Peng and his family protested and attempted to tell about the tortures he had been subjected to, but they were ignored.

 

At around 6:00 p.m. on April 6, 2001, Mr. Peng Min died in the hospital. Right after Mr. Peng Min passed away, his body and his family members were transferred to an unknown place. At around 10:00 a.m. on April 7, 2001, his body was secretly cremated.

 

 

2. A Brief Report of the Extrajudicial Execution of Ms. Li Yingxiu:

 

Right after her son’s death, Ms. Li Yingxiu and her other son Mr. Peng Liang were transferred and detained at the Hongxia anti-Falun Gong brainwashing class in the Qingling area of Wuchang District, Wuhan City. They were asked not to leak out any information about Mr. Peng Min’s death, and were told  to renounce Falun Gong. When they refused to cooperate, they were severely beaten.  The beating caused Ms. Li to have a skull fracture.

 

On April 12, 2001, after the sixth day of detention, Ms. Li was sent to Number 7 Hospital due to her critical condition. Instead of letting the doctors decide on the best course of treatment, the police ordered a doctor to give Ms. Li injections of Aminophylline, an anti-inflammatory drug. As she gradually recovered, however, on April 18, the police wanted to inject her with increasing amounts of Aminophylline. She refused because of the painful side effects.  Several policemen from Yellow Crane Building Police Station dragged her to the ground from her bed and hit her head, face and body repeatedly until she lost consciousness. The police then took her to the Number 7 Hospital, where doctors gave her another transfusion of Aminophylline. The doctor told the police, “Aminophylline has toxic side effects. It can enlarge the blood vessels and excite the brain. It cannot be used outside the hospital. The patient has to be hospitalized for observation.” However, the police refused to let Ms. Li stay in the hospital. On April 24, police sent Ms. Li to the Number 7 Hospital to be injected yet another time with Aminophylline. Later, Ms. Li Yingxiu felt excruciating pain in her head.

 

In May 2001, Ms. Li died in the 7th Hospital in Wuchang District, which was the same hospital as his son Mr. Peng Min.  Her husband, Mr. Peng Weisheng, came to the hospital and saw the bloodstains on her head, as well as countless scars all over her body. The police then threatened him saying that the reason for Ms. Li Yingxiu's death was that she "talked too much” about how her son Mr. Peng Min was murdered by the police, warning him not to have the same “ending”.

 

All five members of Peng Min’s family are Falun Gong practitioners. His father, Mr. Peng Weisheng, was arrested in Beijing for appealing against the persecution of Falun Gong and was sent to the Hewan Labor Camp of Wuhan City. His sister, Ms. Peng Yan, 24 years old, was arrested together with Mr. Peng Min and has been detained in the No.1 Detention Center of Wuhan since 2000. His brother, Mr. Peng Liang, has also been detained many times in the Qingling anti-Falun Gong brainwashing class in Wuchang District.

1.  AP: Falun Gong Sues Chinese Official In U.S. for Alleged Torture, Deaths

 

7/19/2001, NEW YORK -- A senior Chinese law enforcement official has been sued in U.S. federal court for allegedly directing the torture and deaths of practitioners of Falun Gong, lawyers for the banned spiritual group said.

Zhao Zhifei, head of the public security bureau for the Hubei province in China, was served the civil complaint on Tuesday at a New York hotel, said Carey R. D'Avino, a lawyer for the plaintiffs.

The lawsuit, which seeks $50 million in damages, accuses Mr. Zhao of crimes against humanity, including murder, torture and falsely imprisoning members of the spiritual movement. It was filed in the U.S. District Court in Manhattan on behalf of Peng Liang, whose brother and mother were allegedly killed by Mr. Zhao's officers.

"Today in New York, we remind Chinese officials that United States can and will hold them responsible for violating international law," Mr. D'Avino told about 80 members of Falun Gong protesting outside the hotel where Mr. Zhao is reportedly staying.

Mr. D'Avino said Wednesday he did not know why Mr. Zhao is in the U.S., but added he is not in the country on official government business.

A telephone message left by The Associated Press at the Chinese Consulate in New York was not immediately returned.

Under U.S. law, foreigners accused of crimes against humanity or violations of international law can be sued in federal court, Mr. D'Avino said. The accused individual, however, must be served a civil complaint in the U.S., he said.

The complaint was handed to Mr. Zhao on Tuesday night in the lobby of the Manhattan Plaza Hotel, Mr. D'Avino said.

Mr. Zhao has 20 days to respond to the lawsuit, Mr. D'Avino said. If he fails to do so, a default judgment could be made against him.

According to the lawsuit, Mr. Zhao is second-in-command of a special task force set up by the Chinese government to crack down on Falun Gong in Hubei. Officers under his command are accused of burning, torturing and killing practitioners. Thousands of followers have been sent to labor camps.

Outside the hotel in New York, dozens of Falun Gong practitioners slowly exercised to ethereal music while others held signs reading, "SOS: Urgent Rescue, Falun Gong Practitioners Persecuted in China" and "50,000 Plus Arrested and Persecuted."

"This is about standing up for someone who can't stand up for themselves," said Terri Marsh, a Falun Gong practitioner and the lead attorney on the case.

 

 

2. AFP: Top Chinese Official Hit by Torture Suit in U.S.

               

NEW YORK, Jul 19, 2001 -- (Agence France Presse) The Falun Gong spiritual movement said Wednesday it had filed a civil suit here against the visiting Public Security Chief of China's Hubei province alleging torture, murder and crimes against humanity.

The complaint was served to Zhao Zhifei in person late on Tuesday by Falun Gong practitioner Peng Liang, spokesman Adam Montanaro told AFP.

Falun Gong says Zhao serves as the second-in-command of the "610" office for Hubei Province, a unit set up by the central government to carry out and crackdown against Falun Gong and other spiritual practices.

Zhao is being targeted under the Torture Victim Protection Act and the Alien Tort Claims Act and the case was filed in the U.S. District Court for the southern district of New York, Montanaro said.

The legislation allows American jurisdiction over acts of torture committed outside the country. A lawsuit can only proceed, however, if defendants are served with legal papers while in the United States.

Falun Gong members planned to gather at a rally outside Zhao's New York hotel later on Wednesday to official publicize the suit.

Since the Chinese government banned Falun Gong in July 1999, more than 10,000 Falun Gong members have been sent to "reeducation through labor" camps, the practitioners say. ((c) 2001 Agence France Presse)

 

2. Ms. Wang Huajun was Tortured and Burned Alive by Police in Macheng City

A Brief Report of the Incident:

 

Ms. Wang Huajun was once detained at the Houzishan House of Seniors by Baiguo Town government authorities, simply because she was a Falun Gong practitioner.

 

On the morning of April 18, 2001, Macheng police seized her while she was talking about Falun Gong at a public gathering in downtown Macheng City. She was sent to the Macheng City Public Security Bureau and was severely beaten for over a half day. After she lost consciousness, the police and personnel from the public security bureau dragged her outside of the city hall. The police dowsed her with gasoline and set her ablaze. Ms. Wang regained consciousness momentarily and tried to stand up. However, the policemen simply stood around and watched Ms. Wang succumb to the flames. A street cleaner witnessed the whole process, but she was threatened by the policemen not to tell anyone about it.

 

Ms. Wang Huajun was burned to death with her face up and one ear missing. The back of her head, her back, and lower body were unburned, while around her throat two deep holes had been gouged out by knives. The people from her village who sent her body to be cremated could tell at a glance that she had been tortured before being burned to death, but the local authorities forbade them to report these facts. The local government also did not allow Ms. Wang Huajun's husband to investigate his wife’s case.

 

 

3. Cai Mingtao Died from Persecution by the Government

A Brief Report of the Incident:

 

On July 21, 1999, Mr. Cai Mingtao went to Beijing to appeal to the central government for an end to the persecution of Falun Gong. On October 28, 1999, Mr. Cai Mingtao served as the interpreter for a Falun Gong news conference with foreign journalists. The conference was secretly held in the suburbs of Beijing. In November 1999, he was arrested in Beijing for “leaking state secrets” at the conference and escorted back to Wuhan City by Wuhan City Police.

 

In April 2000, he was sent to the anti-Falun Gong brainwashing class in the Qingling Detention Center. During his detention, he was savagely beaten by guards Xiong Jihua and Li Wujun. His face was beaten so severely that his eyes swelled shut, and blood from his mouth and nose covered his entire body. He was kicked in the groin until he collapsed. He was then hung and handcuffed for two days with his feet off the floor. He was frequently handcuffed to the widow at night and once was handcuffed to the window for more than 27 hours. Sometimes he was forced to run under the scorching sun for hours.

 

On October 5, 2000, he died due to the persecution. On October 7, 2000, many policemen surrounded the funeral place to prevent anyone outside from seeing the injuries to his body.

 

 

4. Mr. Li Xuechun Died after Three Months of Torture

A Brief Report of the Incident:

 

In 1999, Mr. Li Xuechun went to Beijing to appeal to the government to stop persecuting Falun Gong. Consequently, he was arrested and detained for more than 10 months. During the detention, he was beaten severely. Even walking became extremely difficult for him. He was released for one month and re-arrested for distributing Falun Gong literature.

 

In the Gulou Police Substation, he was tortured on a “Tiger Bench” for 36 hours [a brutal torture method where the victim is tied on his back while his legs are tied down to a bench. Bricks are inserted under the tied legs, causing the legs to bend upward in an unnatural way that causes them to break at the knees].  Six groups of police personnel took turns interrogating and beating him. During the whole process, Mr. Li was not given any food and was not allowed to sleep.  He was detained and tortured for three months.

 

In late December 2000, Mr. Li Xuechun died from repeated sessions of torture. He left a letter with his son, describing his torture; however, the government eventually confiscated the letter from Mr. Li’s son. The government officials threatened Mr. Li’s son with arrest. In order to block any information about Mr. Li’s death from leaking to other towns, local authorities blocked travel to and from Mr. Li’s home village. 

 

5. Mr. Nan Chuyin was Tortured to Death

A Brief Report of the Incident:

           

On July 23, 1999, Mr. Nan Chuyin was arrested and beaten twice by police for practicing Falun Gong in Xishui Square. He was arrested again on December 25, 1999. Police officer Xia Shousong struck his head very hard with a flashlight. Then Xia and other policemen named Yang Jian, Li Xuhua and Gan Shitao knocked him to the ground, stepped on his neck, and kicked his entire body. As a result, his face and body were covered with blood.

 

Then he was sent to Xishui No.1 Detention Center. During his detention, police locked him in a cell and ordered the inmates to beat him up. The inmates in his cell hit him with extreme force in the lower abdomen, and he fell to the ground and lost consciousness for a long period of time. After that, he began having blood in his stool and also spitting up blood. His body was only skin and bones above the waist, but swelled up badly due to edema.  He told other practitioners that he was beaten almost daily and went through all kinds of torture in the detention center.

 

In May 2000, six months after his arrest, he was sentenced to one year in the Huangshi Labor Camp. On September 24, 2000 he was transferred to the Shayang Labor Camp. During the entire process he had been having blood in his stool and his body was swollen from his lower abdomen to his feet.

 

He was released after finishing the one-year labor camp term in Shayang Labor Camp. After he came home, the local authorities and police constantly threatened him and demanded that he renounce his faith in Falun Gong. He continued to have blood in his stool and spit up a great deal of blood. Since he was a doctor, he knew that his liver was seriously damaged. On February 15, 2001, he died of a hemorrhaged liver. At the memorial service of Mr. Nan Chuyin, the local police arrested many of his friends and relatives.

 

All 5 of Mr. Nan Chuyin’s family members are Falun Gong practitioners. Since Mr. Nan Chuyin had been detained, his wife was arrested and detained for over 40 days because she practiced Falun Gong in public. His son was forced to withdraw from Xinan Petroleum College. His eldest daughter had been detained 3 times for a total of 6 months for practicing Falun Gong in public and appealing to the government against the persecution of Falun Gong. His younger daughter was sentenced to one and half years of forced labor because she appealed to the government against the persecution of Falun Gong and refused to give up her belief.

 

 

6. Ms. Chen Caixia was Tortured to Death While in Police Custody

 

Victim:

 

Chen Caixia, female, 40, employee of a Credit Union at Zhangwan District in Cyan City, lived with her husband, who worked at the Chassis Factory of Dongfeng Motors Corporation, Shiyan City, Hubei Province

 

Location of Torture and Death:

 

1.      The Dongyue branch of the Shiyan City Police Department, Shiyan City, Hubei Province

3.      The train on the way to Shiyan City (Hubei Province), while traveling through Henan Province

A Brief Report of the Incident:

 

On July 20, 1999, Ms. Chen Caixia, along with many other Falun Gong practitioners, went to Hubei Provincial Government to appeal for the right to practice Falun Gong and to ask for the release of the detained Falun Gong practitioners. She was subsequently laid off by her company, and was later reinstated with minimum wages and put under close watch. 

 

On June 24 and 25, 2000, Ms. Chen Caixia practiced the Falun Gong exercises at the Youth Square of Shiyan City, and was then arrested by the Dongyue branch of Shiyan City Police Department and detained for an entire month. Later, she was fired from her job.

 

In mid-December 2000, Ms. Chen went to Beijing to appeal to the higher authorities to stop the persecution of Falun Gong.  Around 6:00 p.m. of December 17, 2000, she was arrested on West Changan Street by Beijing policemen and then sent to the Shiyan City Police Department’s Liaison Office in Beijing.  During Ms. Chen Caixia's detention at the Shiyan Liaison Office in Beijing, she was brutally beaten by the police and had bruises all over her body. The police handcuffed her so tightly that the handcuffs cut deeply into her flesh. The police also forced her to stand barefoot in the freezing cold winter, wearing only her underwear.  As the police tortured her, they shouted: "There is an order from our superiors. Torturing Falun Gong practitioners to death is not considered as a crime. You will die for nothing. And there is no place you can sue us."

 

On December 21, 2000, the policemen from the Shiyan City Police Department escorted Ms. Chen back to Hubei Province.  On the early morning of December 22, Chen Caixia died in police custody en route from Beijing to Hubei Province.

 

In order to avoid their responsibility for Ms. Chen’s death, the Shiyan police department  threatened Ms. Chen Caixia's family members. Her family was so scared that they didn't dare to question anything regarding her death.

 

 

7.  Mr. Li Changjun was Tortured to Death after 40-Days of Detention

 

Victim:

 

Li Changjun, male, 33, a masters’ degree graduate, employee of the Wuhan Tax Bureau, Hubei Province

 

Location of Torture and Death:

 

 The Wuhan City Police Department, Hubei Province

 

Perpetrators:

 

1.      The Director of Wuhan City Police Department, Hubei Province

2.      Two policemen whose last names are Qiu and Zhang at the Wuhan City Police Department, Hubei Province

 

A Brief Report of the Incident:

 

Mr. Li Changjun was fired by his employer for refusing to stop practicing Falun Gong. Since July 1999, he had been detained many times in Beijing, Suizhou City, and Wuhan City.

 

On May 16, 2001, Mr. Li was taken into police custody, together with other Falun Gong practitioners when they were preparing Falun Gong literature for distribution in Wuhan City. During the detention by the Wuhan police, they were severely beaten and tortured. They went on a hunger strike for more than 7 days to protest the maltreatment. At 10:08 p.m. of June 27, after more than 40 days of torture, Mr. Li died in police custody.

 

When his family saw his body later, they found it emaciated and seriously disfigured. His face, neck, and many other areas of his body had turned purple and black from bruising. His hands were clenched very tight, his teeth were broken, and his back was so severely burned that it looked as though the flesh had been cooked.

Hard-nosed political cops who use medieval methods to extract information or punish incorrect behavior were much reduced in number in Europe by the Soviet Union's collapse. But they are still thick on the ground in China. Torquemada, the 15th-century Spanish grand inquisitor, would no doubt marvel at how efficiently the Chinese security services conduct their nasty thought-control assignments.

Last Friday, wire services and human rights monitors were reporting the death of 33-year-old Li Changjun, who was arrested in Wuhan in May for printing information dealing with the persecution of members of the Falun Gong spiritual movement. Witnesses who viewed the corpse claimed that he had obviously been brutally tortured during his 40 days in custody. A Falun Gong information center charges that 258 practitioners have died in police hands since Beijing launched its terror campaign against the group two years ago. The campaign also has included crackdowns on "unofficial" Roman Catholic congregations and other believers who meet informally outside the confines of officially authorized churches.

As in police states everywhere throughout history, the security services in China attract sadists who enjoy wreaking mayhem on helpless victims. But it is doubtful that China's is a case of a security service that has gone out of control. There is evidence that the terror is being directed from Beijing with the full knowledge and support of the highest political leaders. Protestors of the death of Li Changjun report that they were told by the Wuhan city officials that they were only following the policies of the central government. A lot of ink has been spilled on theories about why the smiley, innocent-looking President Jiang Zemin has seen fit to unleash mass murder and the imprisonment of Americanized scholars on flimsy charges of "spying." [...] China's Communist Party has followed enlightened policies when compared to these three sinkholes, but it still retains the instruments of a police state. And over the past two years it has clearly demonstrated that it is willing to use them.

[...] The Chinese security services compile dossiers on Americans of Chinese descent and accuse them of working against Chinese interests. Because the U.S. is a free country, not much is stopping the Chinese cops from finding out all they want to know about Chinese-born academics in order to concoct their spying charges. They cast the Falun Gong as a foreign influence despite its typically Chinese origins, because its leader happens to live in the U.S.

What the Chinese leaders fail to recognize is that in using the secret police for their purposes, they are employing methods that have become increasingly distasteful to the modern world. In so doing, they are revealing how far China still has to go to become a civilized state.

3.      “Falun Gong Member Dies in China Police Custody: Right Group”, AFP, August 2, 2001

BEIJING, Aug 2 (AFP) - A 33-year-old man arrested in China for refusing to abandon his beliefs in the banned Falungong spiritual group has died after being tortured, a rights group said Thursday.

Li Changjun, a masters degree graduate, was detained on May 16 after police caught him downloading and printing Falungong material from the Internet, the Hong Kong-based Information Center for Human Rights and Democracy said.

Li was working at the land tax bureau of Wuhan city in central China's Hubei province at the time of his arrest. He had been detained many times in the past for defying the government's ban on the group.

On June 27, 40 days after his latest detention, Wuhan police notified his family of his death.

Li's mother, Wei Sumin, was allowed to see her son's body and said it was covered with red bruises and scars. She said his neck and ears had been beaten purple and he had lost a lot of weight, the center said.

He had been healthy before he was detained, the center said.

Wei told the center she believed Li was beaten to death. She could not be reached for comment Thursday as her phone line had been disconnected.

Another Falungong member who was detained in the same jail with Li said five days before Li's death was announced that Li was beaten until he became unconscious, the center said.

Contacted by phone for comment, a police official in Wuhan hung up when he realized the call came from a news agency.

Li is the 156th Falungong member to have been confirmed by the center to have died in police custody since China banned the group as cult.

Falungong's New York headquarters claims the number of deaths is more than 259. Many of the reported deaths cannot be immediately confirmed.

There have been no reports of the punishment of police officials who use excessive force against Falungong members.

In an effort to hold police officials accountable and discourage them from further abuse, the Falungong group last month filed a civil suit in New York against the visiting public security chief of China's Hubei province alleging torture, murder and crimes against humanity.

Zhao Zhifei, second-in-command of Hubei's "610" office, set up by the central government to crack down on Falungong and other spiritual groups, is being targeted under the Torture Victim Protection Act and the Alien Tort Claims Act.

The legislation allows American jurisdiction over acts of torture committed outside the country. A lawsuit can only proceed, however, if defendants are served with legal papers while in the United States.

The case, filed in the US District Court for the southern district of New York, was accepted by the court, the center said Thursday.

8. Ms. Zeng Xiane Tortured to Death in the Shayang Labor Camp

A Brief Report of the Incident:

 

On December 15, 2000, Ms. Zeng Xiane was sent to the Shayang Labor Camp without trial because she went to Beijing to appeal to the government for an end to the persecution of Falun Gong.  She was tortured in the labor camp.

 

On August 2, 2001, at 3:00 p.m. when Ms. Zeng Xiane’s husband went to visit her in Shayang Labor Camp, the guard was very nervous and told him that Ms. Zeng Xiane was in the hospital.

 

On August 3, 2001, at 7:00 a.m., the police told her husband that Mrs. Zeng Xiane had died of a heart attack. When her husband arrived at the hospital, he found that Ms. Zeng Xiane’s body had been kept in a freezer. He also noticed that her head was severely swollen. The police prevented him from changing her clothes because they did not want him to see the damage to her body. The police denied the family’s request for an autopsy and did not allow Ms. Zeng’s family to take any pictures of her body. The body was cremated at the Shayang Labor Camp.

 

After Ms. Zeng Xiane’s death, the police threatened the family not to disclose the news about Ms. Zeng’s death. The family was not even allowed to hold a funeral for her.

 

 

9. Mr. Huang Jianyong Died after Three Months of Torture while in Detention

A Brief Report of the Incident:

 

In March 2000, Mr. Huang Jianyong traveled to Beijing to appeal to the government to stop persecuting Falun Gong.

 

Later, Mr. Huang was arrested and detained at the Macheng No.2 Custodial Center for nearly three months. During the police custody, he suffered severe injuries from continuous police beatings and torture. Due to his injuries, he was sent back home and died four days later.

 

10. Ms. Zhao Yingfeng Tortured to Death in an anti-Falun Gong Brainwashing Class

A Brief Report of the Incident:

 

In March 2000, Ms. Zhao Yingfeng was threatened by police from the Xiangfan City Police Department several times to give up her belief in Falun Gong.  She was threatened that if she didn’t give up Falun Gong, she would lose her retirement benefits, her husband would be fired from his company, and her children would be expelled from college.  

 

Ms. Zhao was also forced to attend an anti-Falun Gong brainwashing class held by the Xiangfan City Police Department. Policeman Nie Xiaowu was in charge of the brainwashing class. It was under his orders and encouragement that the policemen there beat Falun Gong practitioners. Mr. Feng and Mr. Zhu from the Security Department of Xiangfan City Police Department tied up Ms. Zhao and hung her up to be beaten, and punched her on sensitive areas such as her ears.  Ms. Zhao died as a result of the torture in the brainwashing class.

 

11. Mr. Song Wanxue Died while in Police Custody

A Brief Report of the Incident:

 

In 2000, Mr. Song Wanxue was arrested and taken from his home by the police of the Huangshi City Police Station and the guards of the Security Section of Fengjiashan's Copper Mine Factory because he went to Beijing to appeal to the higher authorities to stop the persecution of Falun Gong.

 

On January 20, 2001, his family was informed of his death.

 

 

12. Mr. Qiu Pingan was Tortured to Death

A Brief Report of the Incident:

 

In October 2000, Mr. Qiu Pingan went to Beijing to appeal to the government to stop the persecution of Falun Gong practitioners. He was arrested in Beijing and transferred back to his hometown, Xianfan City, Hubei Province. He was then detained at the Xiangfan District Administrative Detention Center of Hubei Province. Since Mr. Qiu Pingan refused to give up Falun Gong practice after seven months of detention, the “610 Office” of Xianfan City sent him to the Xiangfan Labor Camp.

 

While detained at Xianfan Labor Camp, Mr.Qiu Pingan was forced to do hard labor. The camp guards incited other inmates to torture him. Those inmates forced Mr.Qiu Pingan to stay in painful positions for long periods of time, to kneel for many hours, and to stand under the scorching sun for a long time. They also beat him severely with bamboo sticks. To protest the ill-treatment and illegal detention, Mr. Qiu Pingan went on a hunger strike. He was beaten and forced to do hard labor even though he was on a hunger strike. As a result of the torture and forced labor, Mr. Qiu Pingan became paralyzed and very weak

 

After 30 days of his hunger strike, Mr. Qiu’s health was in critical condition. On November 8, 2001, in order to avoid responsibility, the labor camp asked Mr. Qiu’s family to take him home. At 3:00 a.m. of November 22, 2001, despite all the efforts to restore his heath, Mr. Qiu Pingan passed away due to the severe torture received while in detention.
