Falun Gong Practitioners Tortured to Death in the Heilongjiang Province

Since July 20, 1999, thousands of Falun Gong practitioners have been persecuted in Heilongjiang Province. The practitioners—who have remained steadfast in their faith—have been detained, tortured, force-fed, and financially punished. To date, at least

47 practitioners have been murdered in various correctional institutions throughout the province.

 

Inside the prisons, the practitioners are verbally and physically abused. Many of the prisoners have suffered injuries to their bodies including: rope marks, bruises, black eyes, burn marks from the electric batons, and internal bleeding. To protest the torture and to appeal for justice, some practitioners have staged hunger strikes. As a result, they have been force-fed with rubber hoses inserted down their noses or throats. In the extreme case of Zheng Shengfan, police force-fed him three bottles of high-proof alcohol, which caused him to die.

 

The Chinese government’s actions are, by human rights standards, considered cruel, ruthless, savage, and barbarous. Officials are ordered that, when practitioners are tortured to death, they must be described as having committed suicide or as having died from a disease. In order to cover up the brutality of the torture, the victim’s remains are cremated before family members are even notified of their death. The University of Delaware). It is only known to have been an issue in some of these cases.

 

Below is a partial list of Falun Gong practitioners in the Heilongjiang Province who have died due to torture and the deliberate infliction of excruciating pain.

 

 

 

I. Three Falun Gong Practitioners Tortured to Death

in Shuangcheng City

 

 

To force Falun Gong practitioners to give up their faith, the Shuancheng local government, police stations, and courts have used employed various means of persecution, including heavy fines, money extortion, arbitrarily detention, beating, brainwash, abusive force-feeding, and extreme torture. At least three practitioners have been tortured to death.

 

1. Zhou Zhichang Tortured to Death During Detention

A Brief Report of the Incident:


In September 1999, Zhou Zhichang was arrested and detained in the Shuangcheng Detention Center.  Zhou was shackled for most of his eight-month detention time.  To protest the prolonged arbitrary detention and maltreatment of long-term shackling, Mr. Zhou went on a hunger strike.  On the morning of May 6, 2000 (the ninth day of his hunger strike), Zhou was taken to the Shuangcheng Hospital by the guards. The examination showed that he was in good health. That same afternoon, however, when he was sent to the hospital for the second time, his pupils were dilated and he passed away.

 

An examination indicated that his face was in extreme pain. His eyes were wide open, and so was his mouth. There were many wounds on his body and head and his fingers and toes were also black. There were needle holes on his arms and bruises around the holes. The skin on his head was red and it had separated from his skull. There were wounds on his feet caused by the long term shackling.  

 

Witnesses reported that, during his hunger strike, the inmate criminals lifted up his body and slammed his head into the wall. On the sixth day of his hunger strike, he was take out of the cell and tied to the “tiger’s bench” (a small iron bench, approximately 6 inches high on which a victim is tied down by his thighs and bricks are inserted beneath the feet in increasing numbers to create excruciating pain) in a dark and humid corner of the hallway. They guards put an iron mask on his face and force-fed him.  The iron mask has iron wire to hook the corners of the mouth, forcing the mouth open to remain open. Mr. Zhou vomited blood after the force-feeding.

BEIJING (AP) - A former head of a local militia and believer in the banned Falun Gong spiritual movement has died in a Chinese police detention center after refusing food and water for eight days, a human rights group reported today.

Zhou Zhichang, 45, died May 6 in the Shuangcheng No. 1 prison in northeastern Heilongjiang province, the Hong Kong-based Information Center of Human Rights and Democracy said. He had been imprisoned there since he was caught in Beijing in September attempting to protest against the government ban, it said.

Officials at the prison refused comment and hung up the phone after finding out the caller was not a family member.

2. [AFP: Falungong Follower's Death in Detention Raises Rights Group Concern

BEIJING, May 22, 2000 -- (Agence France Presse) Chinese police Friday cited heart disease as the cause of death in detention of a leading member of a banned (spiritual) movement -- a claim disputed by a Hong Kong-based human rights group.

Zhou Zhichang, 45-year-old head of Falungong practitioners in Shuangcheng City in northeast Heilongjiang province, died after an eight-day hunger strike, the Information Center for Human Rights and Democracy reported.

The Buddhist-inspired Falungong movement has been the subject of a harsh national crackdown after catching the authorities off-guard by assembling 10,000 followers around the Communist Party's headquarters in Beijing in April last year.

Although Shuangcheng city police told AFP Zhou's death resulted from heart disease, the center said in a faxed statement that family members had not known him to have been ailed by heart problems in recent years.

He died on May 6.

"Police withheld information from family members until just before cremation of the body on May 15 when they told them of his death and allowed them to view the body," the center said.

Police did not provide his family with any written medical reports, it added.

Zhou had been held in a detention center since he was detained by police in Beijing and returned to Shuangcheng city in October last year, it said.

The center said at least 17 Falungong followers had died after beatings or launching hunger strikes.

Tens of thousands of other followers have been detained and sent for "re-education" while core leaders have been jailed for up to 18 years.

The Communist Party sees the movement as the biggest threat to its grip on power since the 1989 Tiananmen democracy protests.

2. Handicapped Falun Gong Practitioner Zhang Shengfan Severely Beaten and Died from Force-Feeding of Liquor by the Police

A Brief Report of the Incident:

 

At about 7 o'clock in the morning on June 9, 2001, while Zhang Shengfan was still in bed, four or five policemen from the Red Flag Police Sub-station broke into his home. They forcefully carried Zhang with his wheel chair to a van. 

They threw Zhang into the van and pushed Zhang Shengfan’s head under the van chair.  As the van sped away, witnesses could see that several policemen frantically beating Zhang inside the van.  On their way to the detention center, police officers pressed a wooden bench against his body and beat him. As a result, Zhang had cuts and bruises all over his body.  He soon lost consciousness and appeared to be near death.

Then on the morning of June 11, 2001, two police officers from the local police department planned to interrogate him. They ordered a prisoner to carry him to the "education area,” where they started their interrogation. When they saw that Zhang was unconscious, they sprayed water and alcohol on his face. One officer even slapped Zhang’s face several times. When Zhang regained consciousness, the police sent the prisoner away and began beating him themselves. After half an hour, they called the prisoner back into the room to carry Zhang back to his cell.

On the morning of June 12, 2001, Zhang Shengfan could not eat since he was so badly beaten. At 8:30 a.m., Na Yanguo, the prison doctor, Jiang Qingbo, the assistant director of the detention center, and the cell supervisors, Xu Chengshan, Ren Guang, and Lu Hekun came to Zhang's cell. They had three inmates carry Zhang to the education room. They also carried a three-foot long, one-inch wide plastic tube and a smaller tube about eight inches long to force-feed Zhang. In addition, they carried three bottles of  “Yuquan Daqu” (a brand of high proof liquor) and a basin. They told the prisoners to hold Zhang on a sofa so they could insert the smaller tube into his nose. Then, they poured liquor into the basin and raised the basin so that the alcohol would flow down into the tube. The prison doctor forced the alcohol down the tube causing Zhang to choke and cry out. People in the cell next could hear his tragic cries. Nevertheless, the prison doctor, the assistant director, and the cell supervisors continued to force-feed him in such a manner.  By the time they had finished filling him all three bottles of liquor, Zhang could not be heard at all. Xu Chengshan, the police officer, became giddy with his success and heartlessly said, "Can't you fly to heaven? Now you've become so quiet."  Despite his being in a critical condition, the police took Zhang to an empty room and left him there for an hour.

At 9:50 a.m., Zhang Shengfan was sent to an emergency room where doctors pronounced him dead on arrival. The police department tried to block the news and fabricated the cause of Zhang’s death. The chief of the Police Department threatened Zhang’s family in an effort to force them to sign a falsified document, but they refused. Zhang Shengfan’s family was not allowed to look at his body. He was cremated without his family’s permission. His family has never been told where his ashes are.

3. Wang Jinguo Died from Beating in Detention and Deprivation of Medical Treatment

A Brief Report of the Incident:

On Nov. 8, 2000, Wang Jinguo was detained by police from Shuangcheng city on his way to Beijing to appeal to the government to stop the persecution of Falun Gong. He was sent to the No.2 Detention Center. On Dec. 3, 2000, Wang Jinguo was transferred to Cell No. 3 of the Detention center.  Prison guard Li Huaixin’s then instigated criminal inmates in the same cell savagely beaten and tortured Wang Jinguo in various ways everyday.

During one such beating, Wang Jinguo moaned in pain. Three inmates including Bu Mingxing and Liu Zhiguo threw themselves onto him and pressed him against a board. They then pulled him up and threw him against the board. Blood spurted from his mouth.

One day the inmates forced Mr. Wang to open his eyes and stabbed at his eyeballs with their fingers, calling it "flipping the light bulb." Tears and blood poured from his eyes. They also kicked Wang's chest heavily with their boots, causing him to gasp in pain.

Wang complained to the prison authorities about the torture, but this only resulted in more torture.  Inmate prisoner Bu Mingxing struck Wang's face and body with his fists countless times, until Wang could no longer sit up. Wang kept vomiting for 3 or 4 days, unable to ingest any food or water.  At this point, Wang's conditions had deteriorated rapidly due to internal bleedings.  His clothing was covered with blood.  His head had become severely swollen.  He had difficulty breathing, and he began urine blood.

The detention center officials didn’t want Wang to die in the detention center so they sent him home.

To save his life, on February 7, 2001, Wang’s family took him to Beijing for medical treatment.  The police from Nongfeng Township, however, chased down the family in Harbin City and escorted them back home, taking away the last hope of Wang’s family to save his life.

On May 23, 2001, due to severe internal injuries, Wang Jinguo passed away.

 

 

II. Fifteen Female Falun Gong Practitioners Tortured to Death

in Male Cells in Wanjia Labor Camp

 

Thousands of Falun Gong practitioners had been detained in Wanjia Labor Camp, with as many as 600 at a time.  The guards used inhuman mistreatment and extreme tortures to force Falun Gong practitioners to give up their faith.  In one incident, over 60 female Falun Gong practitioners were dispersed into small groups and placed under the disposal of male criminals and suffer unimaginable torture.  Within days, on June 20, 2001 at least fifteen of these female Falun Gong practitioners had died, with the rest sent to emergency treatments. Not even the Chinese officials were able to deny the mass death this time, but only to claim that they died from suicide.  To cover up the truth, the officials of the labor camp and local police threatened the 15 victims’ families that if they reveal any information to  foreign reporters, their whole family would be made to disappear.  The families were consistently forced to sign a pledge disavowing the labor camp’s responsibility for the deaths.

 

Due to the information blockade by the Chinese government, a full list of all of the victims and detailed descriptions are currently unavailable.  Below is a partial list along with descriptions of several victims in the Wanjia Labor Camp that we do have information of.

July 5 2001 17:15 (Aus time) BEIJING -- China confirmed that 14 female practitioners of Falun Gong died in a Chinese labor camp, but how they died remains disputed - highlighting the growing divide between the government and the spiritual movement in their two-year-old standoff.

The government's version of what happened inside the Wanjia labor camp stood at odds with that of Falun Gong activists based in the U.S. In Beijing, China's State Council, or cabinet, said in a statement that 11 women collectively attempted to commit suicide early June 21 by ripping bedsheets into strips and hanging themselves.

Three of them died, the State Council said. But an official with the Heilongjiang Justice Department, which oversees the labor camp, gave a different version. Lan Jingli, head of the department's executive office, said 25 prisoners took part in the suicide on June 20, with 14 dying, The Associated Press reported.

China's government has previously denied that any Falun Gong adherents have died from abuse in custody, alleging suicide or death from natural causes even when evidence showed otherwise. But while the government said the latest deaths were the result of suicide, Falun Gong activists in the U.S. said there were clear signs of abuse and coverup by Wanjia officials.

"These women were tortured, brutalized," said Gail Rachlin, a spokeswoman for Falun Gong in New York. Statements issued by Ms. Rachlin, citing relatives of those who died, said some boDied were cremated before family members could see them. The statements also said some relatives were given only a brief glimpse of the corpse and that labor camp officials asked family members to sign a statement disavowing the prison's responsibility for the deaths.

In one instance, Falun Gong activists said relatives allowed to see the body of Zhao Yayun - whose death was confirmed by an official in her home village of Lequn Commune - found bruises and injuries on her face, neck, arms and lower back. Even if she did commit suicide, one Falun Gong activist said, Ms. Zhao was likely driven to it "to protest the torture."

That interpretation adds to growing evidence that the struggle between the government and Falun Gong is still intensifying. After alleged Falun Gong members set themselves on fire in Tiananmen Square earlier this year, officials say President Jiang Zemin renewed pressure on police and local officials to eradicate the group. And in recent months Falun Gong has reported a pronounced rise in the death toll, now at more than 233.

At the same time, Falun Gong members, who have evaded the dragnet, have gone deeper underground, with one official estimating that about 1,000 practitioners remain unaccounted for, roaming the country and unable to return home for fear of arrest.

4. Zhang Yulan Died from Torture During Detention

A Brief Report of the Incident:

 

In October 1999, Zhang Yulan was arrested and detained for a month in the Mishan No. 1 Detention Center of Heilongjiang Province because she appealed to the government to end the persecution of Falun Gong. Then she was sentenced to 2 years of forced labor and sent to the Wanjia Labor Camp in Harbin City.

 

On June 20, 2001, Zhang was tortured to death in the Wanjia Labor Camp. Her body was cremated on June 23, 2001. Her three sons and nephew were arrested and detained for over a month because they steadfastly refused to obey orders from the police to distort the facts about Zhang’s death.

 

 

5. Zhao Yayun Died from Tortured during Detention

 

Victim:

 

Zhao Yayun, female, 54, resident of the Lequn area of Shuangcheng City, Heilongjiang Province. She was a member of the Chinese Communist Party.

 

 

A Brief Report of the Incident:

 

Zhao Yayun was once detained and fined 3000 Yuan (Chinese dollar) for reading Falun Gong books at home. Later she was detained again for 3 month for going to Beijing to appeal to the central government to stop the persecution of Falun Gong.

 

In July 2000, she was taken away from home when doing Falun Gong exercises with fellow Falun Gong practitioners. She was detained at the Shuangcheng City 2nd Detention Center for over a month before being transferred to Wanjia Labor Camp.

 

On June 20, 2001, Zhao Yayun was tortured to death in the Wanjia Labor Camp. When her family saw her body, her hair was tangled, her eye sockets were bruised, and her eyes were slightly open. Zhao’s teeth were tightly clenched and the distinctive marks left on her face were a clear indication that Zhao had been beaten and slapped.  Her face was swollen and two rope marks were visible around her neck; one of the marks was light while the other was much darker.  In addition, her shoulders were bruised and her arms were wounded; her abdomen was also heavily bruised.

 

 

6. Li Xiuqin Died From Torture During Detention

 

Victim:

 

Li Xiuqin, female, 60, retired worker in the Lishu district grain depot, resident of Lishu District, Jixi City, Heilongjiang Province.

 

A Brief Report of the Incident:

 

Li Xiuqin was arrested in 1999 for going to Beijing to appeal to the government to stop the persecution of Falun Gong. On October 2, 2000, she was sent to the Jixi Second Detention Center. On December 26, 2000, Li was charged and sentenced to 2 years in the Wanjia Labor Camp.

 

She died on June 20, 2001. After her death, the police cremated her body without notifying her family members. Her family received the ashes in a box. One of the police at the Wanjia Labor Camp told her family, "The higher authorities have said that beating Falun Gong practitioners to death counts as suicide.  It is not necessary to identify and forensic examine the bodies, just cremate them."

 

 

7. Gao Feng Was Tortured to Death During Detention

                  

Victim:

 

Gao Feng, 31, female, from Xingsheng Village, Wuchang City, Heilongjiang Province

 

A Brief Report of the Incident:

 

In February 2000, Gao Feng went to Beijing to appeal to the central government to stop the persecution of Falun Gong. Consequently, she was arrested and detained for over a month.

 

On October 26, 2000, she went to Beijing again to appeal. After she was detained, she went on a hunger strike for 12 days to protest the detention and torture by the police.

 

In late December 2000, she was arrested again for distributing Falun Gong materials. She went on a hunger strike again for a week to protest the detention.

 

In May 12, 2001, Gao Feng was arrested in Heilongjiang Province when she was making a Falun Gong banner. She was sent to the Wanjia Labor Camp two days after she went on a hunger strike to protest her arrest. On May 19, 2001, her family was informed of her death. Her family members were not allowed to see her remains. Over 10 fellow Falun Gong practitioners who wanted to see her body were threatened by the police and one of them, Sun Qiang, was arrested and disappeared.  No one has ever seen or heard from him since his arrest.

 

 

8. Shao Ying Died in the Wanjia Labor Camp

 

Victim:

 

Shao Ying, female, 33, a staff member at the Mishan Animal Husbandry Bureau, Heilongjiang Province.

 

A Brief Report of the Incident:

 
In 1999, Shao Ying was jailed in Mishan for practicing Falun Gong. She was released after paying 6,000 Yuan RMB. 
 

In 2000, she was once again detained for refusing to renounce her belief in Falun Gong. She was sentenced to forced labor and sent to the Wanjia Labor Camp. She went on a hunger strike for 26 days to protest her illegal detention and was sent to the labor camp hospital. The hospital Chief, Song Shaohui, kicked and beat her during a force-feeding. Song hit her several times on her head in the area just above her ears. The beating made her dizzy and she almost lost consciousness. Song also beat her in the chest area and  humiliated her using vile words. Once, the doctor, Jiang Chao, inserted a tube into her stomach for 4 consecutive times just because she refused to stop the hunger strike.

 

She became very emaciated and died on June 20, 2001.

 

 

 

III. More then Ten Falun Gong Practitioners Tortured to Death

in Changlinzi Labor Camp

 

 

Many Falun Gong practitioners were detained in the Changlinzi Labor Camp in Harbin City, Heilongjiang Province. The labor camp used many inhuman ways to torture the practitioners. More then 10 practitioners have been tortured to death. Because of the information blockade by Changlinzi Labor Camp, detailed reports of all ten victims are not available yet.  Below is a partial list along with descriptions.

Kong Deyi was sent to the Changlingzi Labor camp because he went to Beijing to appeal to the government for the right to practice Falun Gong.  In the Changlingzi Labor camp, he was locked up in a small iron cage that was 1.5 meters high, 1.5 meters long and less than 1 meter wide, for 7 days. He was handcuffed to the top of the cage in a position where he could neither stand up nor squat down. His feet swelled up and developed two large blisters. After he was released from the cage, he could not even stand up.  Even so he was forced to work or to be beaten.

 

Kong went on a hunger strike to protest the illegal detention and the harsh treatment he received there.  As a result, he was force-fed with a tube inserted into his stomach through his nose. Prison doctor Ma repeatedly inserted the tube and pulled it out by force—an excruciating torture. After the first time he was force-fed, Kong coughed up blood. Yet, Shi Changjing ordered a second force-feeding. Then Kong was forced-fed in the same way for twenty minutes.  Kong coughed and emitted blood constantly after this torture. He was so weak that he could not even sit up. He threw up a half basin of blood the next morning and had difficulty breathing. He died that afternoon. To cover up the torture, however, an officer gave Kong Deyi an injection and declared that he died from a heart attack.

 

 

10.  Ju Yajun Died from Incompetent Force-Feeding and Injection of an Unknown Substance at the Changlinzi Labor Camp

A Brief Report of the Incident:

 

On October 11, 2000, Ju Yajun went to Beijing to appeal to the central government to stop persecuting Falun Gong.  He was arrested and sent to Acheng City 2nd Detention Center.  In the detention center, he was beaten by the guards and was not given enough food to eat.  He was detained for over two months before he was released.
 
In January 2001, Ju Yajun was arrested by Yuquan Town Police Substation and sent to Acheng City 2nd Detention Center again. He was beaten and later sentenced to one year of forced labor. In July 5, 2001, he was sent to Wanjia Labor Camp in Harbin City. He was beaten, tied up in an iron chair and denied sleep for 3 days and nights. Eight days later, he was transferred to Changlinzi Labor Camp. He suffered from contagious skin diseases because of the cold and damp environment in the cell.
 
Ju Yajun had gone on hunger strikes for 3 times to protest the illegal detention and inhumane treatment in Changlinzi Labor Camp. On October 8, 2001, Ju Yajun and other Falun Gong practitioners in the No. 1 Team went on the third hunger strike. On the 8th day of the hunger strike, the guards incited several criminal prisoners to pull Ju Yajun out of his cell and take him to the clinic.  There he was subjected to abusive force-feeding by guards whose forceful insertion of feeding tube into him had caused internal injuries. 
After the force-feeding, Ju Yajun went into a semi-comatose state. Nevertheless, the guards continued to have him dragged to the clinic for force-feeding twice a day.


On the afternoon of October 21, 2001, Ju Yajun was injected with an unknown substance. In the evening, Ju Yajun's neck suddenly became rigid while he was in a semi-comatose state. The next morning, he breathed heavily and was unable to recognize anybody.


On October 24, 2001, fearing that Ju Yajun would die in the camp, the guards told Ju's family to pick him up in an attempt to evade any responsibility for his serious condition. Ju Yajun's family sent him immediately to the Harbin City Medical College's 2nd Hospital for emergency rescue, but Ju could not recover and died in the early morning at 4:18 on October 26, 2001.

 

 

 

IV. Five Falun Gong Practitioners Tortured to Death

in Jiamusi City

 

 

11.  Chen Ying Died While in Policy Custody

A Brief Report of the Incident:

 

 

On August 15, Chen Ying went to Beijing to appeal to the government to stop persecuting Falun Gong. She was arrested and detained at the Jiamusi City’s

Liaison Office in Beijing. There, the Jiamusi Security Bureau head officer, Mr. Li, beat her. No one notified the school or family members of her arrest.

 

On August 16, Mr. Li and several other officers escorted this single teenager, Chen Ying, back to Jiamusi City via train. The police handcuffed Chen Ying to the luggage rack, and humiliated, threatened and tortured her. The police did not even allow her to close the door when she went to the bathroom. Being angry at Chen’s refusing to give up her faith, the police forced her to jump off the moving train. She suffered serious injury and had to be sent to Fengrun Hospital.  However, at the hospital, Officer Li ordered the oxygen mask be removed as they determined that Chen Ying could not be revived. She died in the early morning on August 17.

 

Later, Mr. Li, head officer of the Jiamusi City Public Security Bureau, told Chen Ying’s mother, with no guilt, "I beat your child. I was so angry at her." Thus an 18 year-old girl lost her life without having a chance to say goodbye to her loving parents.

BEIJING (Reuters) - An 18 year-old adherent of the Falun Gong spiritual movement banned by China has died in custody, police said Wednesday in the first official confirmation of a death of a Falun Gong member in custody. Chen Ying died from injuries sustained after jumping from a train bound for the northeastern province of Heilongjiang in August, an officer said by telephone from the provincial city of Jiamusi. Chen, a student at Shuren High School in Jiamusi, had traveled to Beijing to join fellow practitioners and petition authorities after the government banned the movement in July. She was detained by police and was being taken home by train. A U.S.-based spokesperson for Falun Gong said Chen jumped because police "abuse apparently became so severe..." But the police officer denied the allegation. "She was not abused," the officer said.

There were credible reports of beatings and deaths of practitioners in detention who refused to recant their beliefs; according to Amnesty International, some adherents also were tortured by electric shocks and by having their hands and feet shackled and linked with crossed steel chains (see Sections 1.a and 1.c.). In October a Falun Gong website reported that a Falun Gong practitioner from Shandong province, Zhao Jinhua, died as a result of beatings received while in police custody. The official media reported that Zhao died of a heart attack while in custody. On October 27, police in Heilongjiang province stated that Chen Ying, an 18-year old practitioner of Falun Gong who died while in police custody in August, had jumped to her death from a moving train. Zhao Dong also allegedly jumped from a train while in police custody; he reportedly died in late September.

On August 19 of 1999, the CCTV (Chinese Central TV, government-controlled TV station) reported that Chen Ying, a student from the Shu-ren Middle School of Jia-mu-shi City, Hei-long-jiang Province, got killed after jumping out of the train on her way back from Beijing, because she was "mentally unstable" from practicing Falun Gong. 

 

As the mother of Chen Ying, I know better than anybody else about my daughter and whether she had any illness. As a Falun Gong practitioner, my daughter was an excellent student with a noble moral character. Feeling indignant by the slanders against her spiritual belief, she exercised her constitutional right by going to Beijing to appeal for Falun Gong. However, she was arrested just because she wanted to tell the truth from her purest heart. 

 

On August 16, on her way of being escorted back from Beijing by the police officers from Jia-mu-shi City, my dearest daughter jumped out of the train because she could not stand the verbal abuses and threats by "people's police". A young and beautiful life thus floated away. 

 

Although I am not a Falun Gong practitioner, I feel proud for my daughter, who was able to maintain her pure and glory belief with her young life. The lies fabricated by the Chinese official media will never cover up the truth. As her mother, I have the obligation to tell the world the fact, for my daughter and also for her belief.

In fall 2000, Ms. Fang Cuifang went to Beijing to appeal to the government for the basic right to practice Falun Gong. This led to her arrest and to her eventual detainment in the Jiamusi Labor Camp, Jiamusi City.  In early December 2000, Fang Cuifang’s family received a notice of her death.

 

Before Ms. Fang was detained, however, she was in excellent health and was a normal person. There was no statement of the cause of death. There was only a death notice. The labor camp has completely denied any responsibility.

 

 

14. Zhang Fu Tortured to Death in Jiamusi City

The local government of Yangjiang Village suspected that Zhang Fu had been to Beijing to appeal to the government for the right and freedom to practice Falun Gong. Thus, they ordered the Yangjiang police substation to put Zhang Fu under close surveillance. The police substation ordered him to report to the substation daily and to write a letter guaranteeing he would not go to Beijing to appeal.

 

On November 23, 2000, Zhang Fu died in the Yanjiang police substation in Jiamusi City. The next day, the government cremated Zhang Fu's corpse.

 

 

15. A Senior Falun Gong Practitioner Tortured to Death

V. Two Falun Gong Practitioners Tortured to Death

in Harbin City

 

In section II and section III of this report, we have already listed those death cases in Wanjia Labor Camp and Changlinzi Labor Camp respectively, which are located in Harbin City, Heilongjiang Province. In this section, we list two death cases that happened in Harbin City other than Wanjia Labor Camp and Changlinzi Labor Camp.

 

 

16. Lu Liangui Beaten to Death in Harbin City

On January 11, 2001, the local police forcibly took Lu Liangui from his home, because he practiced Falun Gong. He was held in the Dongli District Detention Center where the police beat him to death. On February 2, 2001, he died. It was clear to the people attending his funeral that he had been brutally beaten since his body was black and blue with cuts all over.

 

 

17. Deng Weinan was Tortured to Death

A Brief Report of the Incident:

 

July 31, 2001, Deng Weinan was arrested by the Harbin City Public Security Bureau.  On August 3, his familiy received a notice of his death.  The police claimed that all they did was to handcuff Deng to a heating pipe for the night, and that Deng jumped off from the 12th floor at around 8:15 the next morning despite still being handcuffed and died from the impact.

 

When Deng's relatives came to see his remains, they discovered two bruises about 2-3 centimeters in diameter on his chest. There was also a deep dent in the back of his skull.  They requested an investigation of Deng Weinan's death, but their request was turned down by Harbin City Public Security Bureau.  Instead, the police informed the family that several forensic examiners had dissected Deng's body and concluded that he died from a ruptured liver.  However, the police never showed his relatives the field record.  On August 7, the police hastily cremated Deng's remains and gave his relatives 5,000 Yuan RMB (about US$600) to close the case.

 

 

 

VI. Other Death Cases in Heilongjiang Province

 

Aside from the above cities and labor camps, Falun Gong practitioners have been tortured in many other places throughout Heilongjiang Province. Below is a partial list of these death cases:

 

18. Zhao Dong Killed While in Police Custody

In January 2000, Ms. Sun and another practitioner Ms. Shang went to the Ministry of Public Security in Beijing to appeal to the government to stop persecuting Falun Gong. On January 24, 2000, Sun was sent to the Hegang Detention Center.  Then on February 14, 2000, she was transferred to the Yingbei County Jail.  To protest her inhumane treatment, she started a hunger strike for four days in April. On April 27, 2000, Sun Shuqin suddenly died in the Yingbei County Jail.  Her family members did not have a chance to see her body, since the police department immediately cremated it to cover up the circumstances of her death.

 

 

20. Zhang Yuzhen Died from Mistreatment in Lulinshan Detention Center

A Brief Report of the Incident:

 

In early February 2000, police from the Lulinshan Detention Center in Hegang City arrested Falun Gong practitioner Ms. Zhang Yuzhen.  In April, she was transferred to the First Detention Center in Hegang City.  She was beaten frequently and suffered health deterioration due to the bad condition in the detention centers.  At one point, Ms. Zhang went on a hunger strike to protest the mistreatment and beating she received in the detention centers.  She was released in early May 2000 because of her frail condition resulted from the long-term mistreatment.  She had become bedridden at the time of her release and never recovered.  Ms. Zhang died on June 20, 2000.

A Brief Report of the Incident:

 

On February 7, 2000, Gao Hua went to the Appeals Bureau in Beijing to appeal to the government to stop persecuting Falun Gong and to present the truth about Falun Gong to the government. Five days later, she was escorted back to Heilongjiang Province by the police and put directly in the Baiquan County No. 1 Detention Center. She was locked in a cell together with many criminals. Because of the poor conditions in the detention center, and the beatings she had suffered from the police, she could not eat or sleep. She started vomiting and had diarrhea.

 

A month later, upon discovering that Gao Hua was on the verge of death, the detention center asked Gao’s family to pay 5,000 Yuan RMB (about US$625, 10-months wages for an average urban worker in China) to release Gao Hua on bail.  Her family rushed he to the provincial hospital in Harbin, but was unable to save her.  She passed away a few days later.

 

 

22. Lin Limei Died While Left Completely Neglected In Custody

A Brief Report of the Incident:

 

In mid-May 2000, Falun Gong practitioner Lin Limei and her younger sister Lin Lifen went to Beijing to appeal to the government to stop persecuting Falun Gong.  Police detained them both at the Qitaihe Liaison Office in Beijing.  A few days later, the Qitaihe City police took Li Lifen and a few other Falun Gong practitioners back to their hometown.  At the time, the Qitaihe police said that Lin Limei belonged to the Forestry Bureau of Bolie County, which was not under the jurisdiction of Qitaihe City.  They left Lin Limei at the Liaison Office in Beijing.

 

Because of this, the officials of the Liaison Office were furious and demanded the Police Department of the Bolie County Forestry Bureau to send somebody to Beijing to take Lin Limei away.  However, personnel from the Department of Forestry Bureau went sightseeing after arriving in Beijing.  By the time they had finished their tour and returned to the Liaison Office, Lin Limei was already dead with her hands hand-cuffed behind her back in the custody of the liaison officials.

 

 

23. Mr. Lu Chenglin Died from Torture

A Brief Report of the Incident:

 

In July 1999, many local Falun Gong volunteers and assistants were arrested. Because of this, Lu Chenglin and some other Falun Gong practitioners went to the local government to request the release of their fellow Falun Gong practitioners.  The local government, however, not only refused to listen to them, but arrested all of these practitioners as well.  Several days later, they sentenced some of the volunteers and forced them into labor camps. On October 20, 1999, Lu Chenglin was sentenced to two and a half years of forced labor in the Yichun City labor camp.

 

In the Yichun Labor Camp, the Falun Gong practitioners suffered all types of persecution and torture. In order to force the practitioners to renounce their belief in Falun Gong and to "transform" them as soon as possible, the labor camp coupled threats with promises. Each day they played a videotape of the so-called “transformed” practitioners. When the promises did not work, they told the other prisoners to hang the practitioners up and beat them brutally—even to the point of death. Moreover, the criminals used plastic bags to cover the practitioners' heads and suffocate them. When they passed out, the criminals poured cold water on their faces to make them regain consciousness. The practitioners were tortured this way until they were near death.

 

For more than a year, Lu Chenglin suffered various beating and torture in the labor camp. Around December 2000, he protested this cruel and illegal treatment by going on a hunger strike. During his hunger strike, he suffered abusive force-feeding and more beatings.  On January 29, 2001, Lu’s family was notified by the labor camp that, "Lu Chenglin died of heart disease suddenly after an ineffective rescue attempt at 10:40 a.m. on January 29, 2001."  However, Lu Chenglin had no history of heart disease.

 

On January 31, 2001, before the cremation, Lu Chenglin’s family demanded to see his corpse at the Yichun Municipal Hospital's mortuary. Waiting for them at the door of the mortuary was a van full of uniformed and plainclothes policemen. When the family arrived, the police immediately surrounded them and declared that no Falun Gong practitioners could enter. It was discovered during the autopsy that the Lu had a front tooth missing, there was blood in his mouth, his left eye-lid was black and blue, and there were bruises on his lips. In the middle of his head, there were three cuts: the middle one was about seven centimeters long and the other two were about three centimeters long. In addition, on the left and right sides of his chest, there were two large red stamps. From all over his back to his hips, there were thick purple dots, evenly distributed like the end of a sieve. There was a strip of marks around his Adam's apple that looked like handprints.

 

Lu Chenglin's corpse was quickly cremated.  Despite all the torture marks, his death was classified as a "normal death" by the authorities.

 

 

24. Liu Xiaoling Died from Punitive Force-Feeding

A Brief Report of the Incident:

On February 4, 2000, Liu Xiaoling was arrested while doing Falun Gong exercises with other Falun Gong practitioners in a park. She was detained for 16 months with no legal procedure.  To protest the arbitrary detention and torture, Liu Xiaoling went on a hunger strike.  The police repeatedly force-fed her with spoiled food. On May 13, 2000, when the police force-fed Liu Xiaoling again, they forced the force-feeding tube into her lung and punctuated her lung, and she died from suffocation.

 

25. Sun Yalan Died during Detention

A Brief Report of the Incident:

On March 30, 2000, following orders from Wang Guoqi, policeman Li Laiquan arrested Sun Yalan at her workplace and sent her to a detention center. Afterwards, Sun Yalan went on a hunger strike to protest the detention. Ten days later, Sun Yalan was on the verge of death, so they released her. A month after that, Sun Yalan died as a result of the severe physical and mental abuse she received while in police custody.

 

26. Zhao Bin Tortured to Death in the Jixi City Detention Center

A Brief Report of the Incident:

 

Zhao Bin, male, 34, was a member of the Materials Section management team in the Donghai Mine.  In 1999 he was sentenced to one year in a labor camp for going to Beijing to appeal to the government to stop persecuting Falun Gong.  On July 24, Zhao was reported to the police for playing a radio broadcast of the true stories of Falun Gong practitioners. He was arrested again by the Donghai police and detained in the Jixi City Detention Center, where he refused to cooperate with the  demands of the police.  Shortly after August 20, 2001, it was reported that Zhao Bin was tortured to death. Detailed information is not yet available.

 

 

27. Wang Xiaozhong Tortured to Death in Mudanjiang City Detention Center

A Brief Report of the Incident:

 

At 9:00 PM, August 17, 2001, Wang Xiaozhong was arrested at his home by the police from the Police Department of Yangming District.  He refused to policemen wrapped him up in a blanket when taking him away. He was sent to Hualin police station and then to the Xinglong detention center. On August 29, his family received a death notice from the detention center.  The day before Wang’s death, his wife had gone to see him.  He told her how the guards used electric batons to shock him, and how the food in the detention center was very poor.  His family did not receive the notice until the day after his death. Wang died from a brain hemorrhage.  The detention center, however, claimed that they were not responsible for his death.  The East-suburb Police Station (86 453-6306110) has confirmed the death of Mr. Wang to a reporter, though there was no explanation as to what caused the bleeding inside Wang's skull.

 

All the employees at Wang's workplace and everyone else who knew him, said that he was in excellent health.  Nobody believed that he died in the detention center because of medical problems.

 

 

28. Ren Pengwu Was Tortured to Death and His Bodily Organs Were Removed by the Hulan County Police in Heilongjiang Province

A Brief Report of the Incident:

 

On February 16, 2001, Ren Pengwu was arrested by the Hulan County police because he distributed Falun Gong flyers. The police detained Ren in the Hulan County Second Detention Center where he endured long-lasting and merciless beatings and force-feedings. Before dawn on February 21, a prisoner in the same cell told the police that Ren was near death. However, Ren Pengwu wasn’t sent to the hospital until 4 hours later. He died on the way.

 

The police didn’t allow his family members to take photographs of the body. Without obtaining the family's permission, his bodily organs—from the pharynx and larynx to his penis—were removed and his body was hastily cremated.

A Brief Report of the Incident:

 

Ms. He Jun died from the persecution she was forced to endure. She described the brutal persecution in her will. Because of the information blockade by the Chinese government in Acheng City, no detail of her death is available yet.

 

 

30. Yu Shuqin Tortured to Death While in Police Custody

 

Victim:

 

Yu Shuqin, female, a former doctor of the County Family Planning Bureau, Yilan Town, Heilongjiang Province

 

Location of Torture and Death:

 

Harbin City, Heilongjiang Province

 

Perpetrators:

 

Zhang Yi, County police and other police of Yilan police station, Heilongjiang Province

 

A Brief Report of the Incident:

 

In October 1999, Yu Shuqin went to Beijing to appeal to the Government to end the persecution of Falun Gong. After she was arrested, policeman Zhang Yi and several other policemen from the Yilan police station, Heilongjiang Province, came to Beijing to escort her back to Yilan.  The police later claimed that Ms. Yu died from jumping off the moving train in Harbin City, but gave no explanation why she would jump off the train.
