A brief report of the incident:

On October 1, 2000, Wang Qiuxia was arrested on her way to Beijing to appeal for her right to practice Falun Gong. She was first detained at a drug rehabilitation center in Dalian city, and then transferred to the Yaojia Detention Center. Later, she was sentenced to forced labor and was sent to Zhoushuizi Labor Camp in Dalian City. In the labor camp, Wang Qiuxia suffered a series of tortures and beatings.

On June 9, 2001, the police of Zhoushuizi Labor Camp tortured her with all means. During the lengthy ordeal, taking advantage of her half consciousness, the perpetrators forced Wang Qiuxia into writing a "repentant statement" to renounce her belief in Falun Gong. On the next morning, June 10, 2001, Wang Qiuxia recovered her right mind and immediately requested to retract her "repentant statement." The police continued to torture and beat her, even more brutally, until around noon by when Wang Qiuxia was on the verge of death.

Wang Qiuxia died on the way she was sent to the hospital. It was not until around 9:00 pm that the labor camp finally notified her family of her death. When her family members looked at her body, they saw that Wang's head was swollen and deformed. Both of her legs were swollen, and her entire body was black and purple resulted from injuries.
