31-Year-Old Is Dying of Untreated Tuberculosis in the Shulan City Detention Center

Thirty-one-year-old Ms. Song Bing was from Shulan City, Jilin Province. On November 26, 2003, the Shulan City police under direct orders from City Mayor Zhang Zhimin arrested both Ms. Song Bing and her older sister Ms. Song Yanqun in their home. The police stormed into their house, grabbed them by their necks, stuffed their mouths with rags, and brought them to the Shulan Detention Center. Policemen Li Zhuo and Li Jiazhe along with some hired thugs from the Chinese mafia in Jinlin City tortured them. The sisters were hung up, force-fed with hot pepper sauce and mustard, and tied on a “Tiger Bench.” The perpetrators held the sisters down on the ground and force fed each of them with two bottles of black pepper liquid through their noses and mouths, which almost suffocated them. Song Bing’s nose was terribly swollen and bleeding afterwards.

 

In April 2004, Song Bing was infected with tuberculosis inside the Shulan Detention Center. She started feeling discomfort in her chest, had trouble breathing, and coughed a lot. She never had such symptoms before. She suffered from frequent loss of consciousness, irregular heartbeat, and numbness in all four limbs. Still the Center would not release her or any other practitioners who were suffering as a result of the torture or the infection. Her cellmates, Ms. Cao Yanwen and Ms. Liang Yunhua, both developed tuberculosis and coughed up blood. When she was locked in solitary confinement several days earlier, three people were assigned to watch her. One of those people has apparently been infected, and several other cellmates were also feeling discomfort in their chests and having trouble breathing, but no one from the detention center did anything about it.

 

Ms. Song Bing and Ms. Song Yanquan were secretly sentenced to 14 years and 12 years in prison respectively. On May 25, 2004, when Song Bing arrived at the Changchun Women’s Prison, she was diagnosed with tuberculosis. Because of this contagious disease, the prison refused to take her, and she was sent back to the detention center where she has been held ever since. Her sister Song Yanqun was held in the Changchun City Women’s Prison.

 

On June 16, 2004, Shulan City Detention Center Deputy Director Ms. Sun Guangyu and policewoman Zhang Yunjing took Song Bing for a CT scan at the Jilin City Hospital. The scan found a 3 x 3.6 cm lesion on her lung, and she was again diagnosed with tuberculosis.

 

On July 13, 2004, the Center’s Director Mr. Zhuang Runjiang and policeman Ma Binglai took Song Bing to the Jilin City People’s Central Hospital for another CT scan, which revealed a 3.4 x 3.6 cm lesion and many spots. The Jilin City Legal Appraisal Committee concluded that she had tubercular lesions on her lung and recommended she be bailed out for medical treatment.

 

After she was returned to the detention center, they reported her case to the Shulan City Court House. The Court House passed her case on to the Shulan City Police Station. The Police Station tried everything to cover up her situation, saying that she had contracted the illness at home, before entering the Detention Center, so that the period when she was still contagious was over.

 

On August 11, 2004, Sun Guangyu and Zhang Yunjing brought her to the Department of Infectious Disease at the Shulan City Hospital. The X-ray photo showed a larger lesion and more spots. The doctor declared that those were old healed spots and no treatment was needed. When questioned about this observation of a larger area of infection shown in the X-ray photo, the doctor claimed it had nothing to do with him, and he did not know anything.

 

Song Bing’s health was deteriorating rapidly. The doctor lied to her, telling her she was suffering with a lung problem rather than tuberculosis. Song Bing passed out three times on the morning of August 12, her heartbeat was very faint, and her arms and legs suffered from extreme pain. She has not been able to take care of herself since then. Deputy Director Sun hurried to see the doctor. Fearful of having to take responsibility for Song Bing's life threatening situation, the doctor changed his diagnosis to TB, admitting that the diagnosis of “Old Healed Spots” was wrong.

 

Ms. Song fears going to sleep now, because she loses consciousness as soon as she closes her eyes. On August 19, 2004, she went for an examination at the Shulan City Tuberculosis Clinic. The infected area was as big as an egg. The doctor said she is not only suffering from lung disease, but also has stomach disease and heart disease. She could die any second. They recommended she be treated in a special hospital to avoid having her infect the people around her when she coughs up blood.

 

Despite the seriousness of her illness, the Shulan City Detention Center police have not released Song Bing nor have they provided any of the necessary medical treatment for her.
