A Brief Report of the Incident:
After July 20, 1999, Zhou Caixia was forced to attend the anti-Falun Gong brainwashing class held in the Zhangjiatun District in Jiaozhou city because she refused to renounce Falun Gong. The police officers at the Jiaozhou city Police Station took turns interrogating her, seriously violating the rule that continuous questioning should not exceed 24 hours, and questioning during detention should not last more than 48 hours. The policemen tied her hands together and hung her by a rope for five straight days. While in police custody, she was not allowed to use the bathroom. Her pants were soaked with urine that dripped to the ground.
On May 13, 2000, Ms. Zhou went to Beijing to appeal to the government for her right to practice Falun Gong. She was arrested and detained in Room 16 of the No. 13 Detention Center in Beijing. On May 26, 2000, she was escorted back to the Jiaozhou city government and was interrogated continuously for three days. While in custody, Ms. Zhou went on a hunger strike. On the tenth day of the hunger strike, she was sent to Jiaozhou city Mental Hospital and was detained at the hospital for nearly six months. Government authorities ordered forced injections, forced drugs, and other treatment designed for treating mental patients.
