Overview


In July 1999, the Chinese government placed a ban on Falun Gong and its 100 million practitioners.  Since then, millions of Falun Gong practitioners have faced serious violations of their human rights.  Hundreds of thousands of people have already been detained in Chinese prisons and labor camps because they practice Falun Gong. Thousands have been tortured to death; tens of thousands are undergoing torture and are at risk of a custodial execution. There are many cases of “disappearances” of Falun Gong practitioners. Currently, no one knows the true toll of lives lost or persons subjected to extreme torture due to the crackdown against Falun Gong in China, but preliminary data indicates that this is one of the most devastating events in modern history.

One frightening consequence of the prolonged persecution is a gradual developing situation of internally displaced persons.  At the onset of the persecution, Falun Gong practitioners in China genuinely believed that it was a misunderstanding on the part of the government, so millions traveled to Beijing to appeal to the central government and explained to the officials their own experiences and benefits from practicing Falun Gong.  Yet their candor and confidence in the government were answered with beatings, arrests, sentences of forced labor, unauthorized detainment and, in many cases, death.

The formal Chinese president Jiang Zemin, however, is not just interested in prohibiting the petitions of Falun Gong practitioners; he wants to eradicate Falun Gong completely.  Under his policy of “demoralize them mentally, bankrupt them financially, and eliminate them physically,” authorities everywhere in China are instructed to use whatever treatments necessary to force Falun Gong practitioners to give up their faith, or else face elimination.  In the words of Luo Gan, the henchman of Jiang’s in his persecution against Falun Gong,  “No measure is too excessive towards Falun Gong.”  As a result, those who refuse to give up their faith have only one option - that is to escape from the certain torture and the likely death.  With the persecution prolonging, with more and more people tortured to death, and with complete impunity granted to the torturers and murderers by the government, an increasing number of people have been forced to lead a vagrant life.

Another factor that aggravates the situation of internally displaced persons is that the police forces have treated their detention and torture of Falun Gong practitioners as an opportunity to extort money.  Some policemen openly force the victims' families to choose between paying a large ransom and risking the lives of their loved ones.  Some policemen are known to have demanded sexual services in exchange for lives.  We have on record many Falun Gong practitioners beaten to death when the policemen’s greed was not filled.

As you may imagine, Falun Gong practitioners in China were not at all prepared for this situation.  While those who are outside of China have emphasized other human rights abuses of their fellow practitioners in China, we have only very recently confronted the concept and issue of internally displaced persons. The cases in this report are only a very small portion of what we have received from China. 

A worsening situation of internally displaced persons is always an ominous prelude to a refugee problem.
