The vulnerability of women to torture is not only of no concern to the PRC government, but is in fact ruthlessly exploited to persecute Falun Gong practitioners.
The international community has long recognized that women—especially pregnant women and nursing mothers—are particularly vulnerable to degrading and inhuman treatment, and has adopted declarations, conventions, and measures to prevent various forms of violence against women from taking place. In particular, government violence against women is absolutely prohibited by every relevant human rights instrument since the Universal Declaration of Human Rights in 1948.
As a permanent member of the United Nations Security Council, China is bound by the declarations and conventions passed by the general assembly of the United Nations. The PRC government’s own laws and codes also specifically prohibit the torture and sexual violation of female inmates, and they strictly forbid the incarceration of pregnant and nursing mothers. However, violence against women has been systematically used by the Chinese regime to persecute dissidents, religious persons, and other nonconformists, often for no other reason than to maintain the presence of terror. This practice by the PRC government has long been noted and condemned by international human rights organizations.
In the persecution of Falun Gong, the PRC government’s violence against women has reached an extreme, both in terms of its prevalence and of cruelty to the victims. Police brutality against women is so rampant that very few of the hundreds of thousands of detained female Falun Gong practitioners have been spared from some form of violations, such as the humiliation of being stripped naked (sometimes for extended periods), the denial of sanitary napkins, sexual humiliation and rape threats, or beating and kicking to breasts and genitals. In more severe cases, female practitioners were raped or gang raped by police, shocked by electric batons inserted into the vagina, tortured by forceful scraping with hard brushes inserted into the vagina, or were stripped naked and thrown into the male criminal jail cells. One woman who has survived these grotesque tortures said, “One cannot imagine the sinister nature of the police.”
